On February 19, 2026, Council completed Items 2 through 4. Council heard the staff presentation, asked questions to staff and applicant, and began hearing from public speakers on Item 5. Due to time constraints, Council recessed and reconvened on March 5, 2026 at 3 pm, in order to continue hearing from speakers starting with speaker number 9. Subsequently, Council recessed and will reconvene on March 12, 2026, at 9:30 am starting with speaker 45.
