At the Public Hearing on April 22, 2025, Council heard the staff presentation, asked questions of staff and the applicant, heard from the public and closed the speakers list and receipt of public comments for this item. Council subsequently referred further questions to staff, debate and decision to the Council meeting following the Standing Committee on Policy and Strategic Priorities meeting on May 7, 2025, as Unfinished Business.
