RECOMMENDATION
THAT Council authorize Councillor Lynne Kennedy to travel to Johannesburg, South Africa to present two papers to the International Conference for Crime Prevention Partnerships to Build Community Safety, at an estimated cost of $3,895.

The City Manager submits this report for Council's CONSIDERATION.
COUNCIL POLICY
Council's travel policy, approved July 31, 1992, requires Council approval for travel outside North America.
PURPOSE
This report requests approval for Councillor Kennedy to travel to Johannesburg, South Africa for the International Conference for Crime Prevention Partnerships to Build Community Safety, October 26-30, 1998. Councillor Kennedy is a member of the Mayor's Urban Safety Commission, and chairs the UBCM's Justice and Protective Services Committee.
BACKGROUND
The Johannesburg conference follows the 1996 conference, which was held in Vancouver. The focus of the South African conference is practical crime prevention programmes. Topics to be put forward from Vancouver are CPTED (Effective Crime Prevention Through Environmental Design) and mobilizing local communities in crime prevention and partnerships.
