Motor Vessel "Black Tie" - Class A Lounge Liquor License
THAT the Vancouver Liquor Licensing Commission endorses the request by Rick Bradley for a Class A Lounge liquor license on board the Motor Vessel Black Tie, subject to Liquor Control and Licensing Branch circular number 552.
The General Manager of Community Services RECOMMENDS approval of the foregoing.
There are no Council Policy or guidelines regarding new liquor license applications for motor vessels.
Mr. Rick Bradley is requesting a Council resolution endorsing his application for a Class A Lounge liquor license on board the M.V. Black Tie.
Originally, this type of request was processed directly between the Liquor Control and Licensing Branch and the Vancouver Police Department, Marine Squad. However, this format changed when the Liquor Control and Licensing Branch decided to seek Council endorsement for most liquor license applications.
As a result, in 1989, the Vancouver Liquor Licensing Commission, and ultimately City Council, endorsed applications for Class A liquor licenses for motor vessels. During the review and discussion of the applications, it was determined that because liquor could only be served while the motor vessel is at sea, it likely would not impact on the surrounding neighbourhood. Therefore, applications were endorsed without a mail notification or a referendum.
The M.V. Black Tie is certified by Transport Canada to carry 100 passengers and five crew members, but the owner limits the number of passengers to 80. Mr. Bradley caters mostly to the corporate sector and provides full dinner, which is professionally catered by various suppliers. Alcohol is not sold on board, and this application for a liquor license is to enable the applicant to provide and serve drinks previously ordered by clients.
The Police Department has inspected the vessel, which has been located at the Harbour Ferries Dock for three years without any complaints or negative reports. All safety equipment was found to be in excellent condition and properly displayed.
The Environmental Health Division has no concerns providing the applicant follows the Vancouver Health Boards instructions regarding noise emanating from the vessel.
