Re: Development Study of the City Lands at the Southeast Shore of False Creek

Last Summer the City appointed me to be Development Consultant for the above-noted lands, reporting directly to the PEF Steering Committee. Following discussions with Mr. Ken Dobell, City Manager who is also the City Representative for the Steering Committee, it was decided to spend the initial seven months to identify economically feasible development options for the lands and report back to the Steering Committee.

I am pleased to present the attached report which recommends to proceed with planning and development of the City lands at the Southeast Shore of False Creek for a new residential neighbourhood that, when fully developed will provide housing for approximately 6,500 people, a village square, heritage building retention, street car right of way, park, waterfront, social housing, daycare, public art and a school site. A preliminary economic analysis indicates that such a development should produce a modest return.

The report sets out the Terms of Reference, describes the present situation and lists the City’s objectives regarding the City lands. Then, a discussion of the conceptual vision and economic analysis in respect of the pertinent development options are presented, with a recommendation to proceed with a residential development concept called Creekside Landing.

I look forward to the PEF Steering Committee meeting scheduled for Tuesday, January 28, 1997, when I shall be pleased to make a presentation to the Committee. A scale model will be available at the meeting to illustrate the concept.
