Recommendation

It is recommended that the City should proceed with planning and development of the City lands at the Southeast Shore of False Creek for a new residential neighbourhood immediately, as illustrated in the Creekside Landing concept.

Following the completion of a planning and rezoning process for the lands, the City may wish to pause, to review the market condition at that time, before commencing physical development of the lands in accordance with the rezoned plan.

Creekside Landing would realize the City’s objectives for the lands, including the provision of needed housing, park, waterfront walkway, daycare, social housing, other public amenities and a street car right of way. Furthermore, there would be the benefits of a larger property assessment base for property tax purposes and a general economic benefit created from construction activities. The development concept should bring in a modest return for the City, based on current market condition and outlook.
