Verbal Briefing: HR Update
WHEREAS
1. City Manager, Sadhu Aufochs Johnston, has submitted his resignation to Vancouver City Council, to be effective January, 2021;
2. The City Manager has recommended that Deputy City Manager, Paul Mochrie, be appointed Acting City Manager, effective upon the City Manager’s departure and until a new City Manager has been hired; and
3. Council will need to hire a new City Manager, and Pinton Forrest Madden Executive Search (“PFM”) has performed multiple recruitments for similar positions, including the last City Manager of Vancouver.
THEREFORE BE IT RESOLVED THAT
A. Council accept the resignation of the City Manager, Sadhu Aufochs Johnston, effective January 2021.
B. Council appoint Paul Mochrie as Acting City Manager, with all the authority of the City Manager, including the authority delegated by the Board of Administration By-law, effective when Sadhu Johnston’s term ends and until a new City Manager is hired.
C. Council authorize the Mayor to determine the application of any temporary compensation adjustment for the Acting City Manager in accordance with the City’s existing salary administration policies.
D. Council authorize the City Solicitor and General Manager of Human Resources to engage PFM on such terms as are approved by them in accordance with applicable City policy, to initiate the search for the next City Manager, and direct the Mayor to work with PFM to bring a recruitment strategy to Council at an in camera meeting to be held on October 6, 2020.
E. If the above is adopted by Council, that Council’s adoption of the above resolutions and this resolution be made public.
