Broadway Rapid Transit Project – Strategic Land Acquisition: 1424 West Broadway

 

Creation of Housing Authority

A. THAT Council authorise the creation of a separate housing authority, Vancouver Affordable Housing Agency (“the Agency”), with the primary mandate of creating new affordable housing in Vancouver across the housing continuum through innovative partnerships with private developers, charitable and/or non-profit organizations, and senior levels of government.

B. THAT Council approve the Agency’s mandate consisting of a target delivery of 2500 affordable housing units on City and/or partner land over the next seven years, with 500 affordable housing units to be delivered in Phase I and, subject to an interim review, the rest of the units to be delivered in Phase II.

C. THAT Council approve the operating model and associated funding requirements as outlined in this report:

• Annual operating budget covering staffing, consultancy and Board expenses is estimated at $750,000 in 2015, increases to $1.1 million in Year 2017 and stabilizes thereafter. The 2014 prorated operating budget is approximately $312,500, which will be funded from the reallocation of resources in the 2014 Operating Budget. Incremental operating funding for 2015 and beyond will be considered as part of the City’s annual budget process.

• Gross capital funding required to deliver 2500 affordable housing units through innovative partnerships will be included as part of the Housing Capital Program in the 4 year Capital Plans and the annual capital budget process.

D. THAT Board members be appointed through the standard process. Specifically, that there is a public call-out for members, and the Nominations Subcommittee will submit recommendations to Council for final approval;

FURTHER THAT the Mayor appoint a member of Council as a liaison to the Agency.

E. THAT, provided such terms are consistent with the intent of the Agency as set out in the Administrative Report dated March 29, 2014, entitled “Creation of Housing Authority”, Council delegate the authority to set the detailed terms of the constitution and by-laws of the Agency and to make application to register same under the applicable incorporation statute(s) and to sign and file all necessary resolutions, certificates and other documentation to the Director of Legal Services, in consultation with the City Manager.

A. THAT Sir Winston Churchill Secondary School Senior Boys’ Basketball Team be awarded an Award of Excellence under the category of Mayor’s Achievement Award – Youth;

FURTHER THAT Khalsa Diwan Society be awarded an Award of Excellence under the category of Mayor’s Achievement Award – Organization;

AND FURTHER THAT Katrina Pacey be awarded an Award of Excellence under the category of Mayor’s Achievement Award – Individual.

B. THAT Solegear Bioplastic be awarded an Award of Excellence under the category of Business Innovation Award – Green – Under 25 Employees;

FURTHER THAT Mills Office Productivity be awarded an Award of Excellence under the category of Business Innovation Award – Green – Over 25 Employees;

C. THAT FundRazr be awarded an Award of Excellence under the category of Business Innovation Award – Technology – Under 25 Employees;

FURTHER THAT Global Relay be awarded an Award of Excellence under the category of Business Innovation Award – Technology – Over 25 Employees.

D. THAT Zeros 2 Heroes Media be awarded an Award of Excellence under the category of Business Innovation Award – Creative – Under 25 Employees;

FURTHER THAT FCV Interactive be awarded an Award of Excellence under the category of Business Innovation Award – Creative – Over 25 Employees.

E. THAT the recommended award recipients outlined in the Other Report dated May 30, 2014, entitled “Vancouver Awards of Excellence – Mayor’s Achievement Awards and Business Innovation Awards”, remain confidential until the announcement of the winners at the Awards of Excellence ceremony on June 23, 2014.

Vancouver Awards of Excellence – Adjudication Process and Celebration Ceremony

THAT Mabel James be awarded an Award of Excellence under the category of Civic Volunteer – Youth.

FIFA 2015 – Women’s Soccer World Cup – Proposed Legacy for Women and Girls in Sport and Physical Activity in Vancouver


A. THAT Council approve the 5 initiatives outlined in the Administrative Report dated June 9, 2014, entitled “FIFA 2015 – Women’s Soccer World Cup – Proposed Legacy for Women and Girls in Sport and Physical Activity in Vancouver”, which will constitute the initial phase of a Legacy Program related to our role as Host City for the FIFA 2015 Women’s Soccer World Cup.


B. THAT Council appoint Andrea Neil as the official City FIFA Women’s Soccer World Cup Ambassador.


C. THAT funding for three of the five initiatives of the proposed Legacy Program be allocated as follows:


i. $25,000 to BC Sports Hall of Fame/ProMotion Plus “In Her Footsteps” permanent display and the Women’s Soccer Celebratory Display in 2015 in celebration of our hosting the FIFA Women’s World Cup – source of funding the City of Vancouver Innovation Fund;
ii. $15,000 for the establishment of a “Global Coaching House Initiative” in partnership with ICCE for FIFA Women’s World Cup 2015, which will focus on increasing the number of women coaches in sport for women and girls – source of funding the City of Vancouver Innovation Fund;
iii. $20,000 for the establishment of a fund for the implementation of the “Club Excellence Program” in Recreational Soccer Clubs and Leagues in Vancouver – source of funding the City of Vancouver Innovation Fund.
