Transfer of E-911 Service to E-Comm

RECOMMENDATION

GENERAL MANAGER'S COMMENTS

The City Manager RECOMMENDS approval of the foregoing.

COUNCIL POLICY

On November 20, 2003, Council approved the following recommendation related to the E-911 Emergency Telephone System:

PURPOSE

The purpose of this report is to respond to a request from the Greater Vancouver Regional District for consent to the steps necessary to transfer the E-911 Emergency Telephone System to E-Comm.

BACKGROUND

On November 20, 2003, Council supported the transfer of administrative and financial responsibility for the E-911 System from the Greater Vancouver Regional District to E-Comm, including the introduction of a "call answer levy" to cover systems costs.

DISCUSSION

On April 30, 2004, the Greater Vancouver Regional District Board approved the transfer of the E-911 service to E-Comm provided that performance guidelines and annual reporting would be provided to the GVRD (see attached letter from Gordon Ruth, Chief Financial Officer).

In order for the GVRD to divest itself of responsibility for the E-911 service, thereby giving affect to the transfer, the Board is required to approve a bylaw with two purposes:

The regional Board requires approval of 2/3 of the participants in the program, however, the Local Government Act allows this approval to be provided by member municipal Councils. If this approval is received, the regional bylaw is submitted to the Inspector of Municipalities for approval and, finally, passed if approved by a majority of the GVRD Board.

Approval of the recommendation in this report will provide consent on behalf of Vancouver electors to the GVRD Board to approve Bylaw No. 1011, 2004: A Bylaw to Convert and Repeal the Service of E911 Emergency Telephone System (also attached).

FINANCIAL IMPLICATIONS

There are no financial implications for the City of Vancouver. It is proposed that the cost of this service will be transferred from the regional district to E-Comm resulting in a reduction in the regional district requisition to local property owners and the introduction of a "call answer" levy on each area telephone.

CONCLUSION

The transfer of E-911 Emergency Telephone Service from the GVRD to E-Comm has been supported by Council. Approval of the recommendation in this report will provide consent on behalf of Vancouver electors to this transition.
