New Public Street Name - Cedar Cottage Mews
RECOMMENDATION
A. THAT the lane located in the new development of King Edward Village be named Cedar Cottage Mews for addressing purposes.
B. THAT the Director of Legal Services be instructed to bring forward the appropriate amendment to the Street Name By-law.

COUNCIL POLICY
Council uses the Street Name By-Law, No. 4954, to name and regulate public roads in the City of Vancouver. The Street Naming Committee, a staff team, is chaired by the City Clerk, and comprised of the Archivist, City Surveyor, representatives of the Planning, Permits & Licensing, and Fire & Rescue Services Departments. The Committee is responsible for the management of a consistent, integrated and duplication-free street name system.
PURPOSE
This report seeks Council approval for naming a lane located in King Edward Village Cedar Cottage Mews (Appendix A).
DISCUSSIONOn July 24, 2003, Council approved a rezoning application to allow for the construction of a mixed-use commercial/residential development consisting of two high-rise residential buildings, several low to mid-rise buildings, a neighbourhood branch library and public open space, with a retail mews in the centre of the site. The site is bounded by Knight Street, Kingsway and King Edward Avenue. The development will introduce the first buildings in forming a new neighbourhood centre, to be called King Edward Village, for the Kensington Cedar Cottage community.
The internal public open space will provide for necessary vehicular movement on a lane, while respecting pedestrian activity. The neighbourhood library, which is seen as a key component of the development, will have its main entry off the lane. In addition, it is anticipated that development permit applications will be received for sites on the north and south side of the lane, both of which will require addressing off the lane.
The Street Naming Committee noted that usually it would not name lanes, but in this case, it is necessary for addressing purposes. The Committee also noted there would be limited vehicular access on the lane and that mews is used to name streets where there may be limited or partial vehicular access.
The Kensington-Cedar Cottage CityPlan Committee forwarded several suggestions for the name of this new lane, including Cedar Cottage Lane and Kingcrest Lane. Following discussion, the Committee resolved to name the new lane Cedar Cottage Mews.
CONCLUSION
The Street Naming Committee recommends Council approve the name Cedar Cottage Mews for the lane located in King Edward Village, the new development at Knight and Kingsway.
