312 Main Street Chiller and Cooling Tower Replacement - Award of Contract
RECOMMENDATION
THAT the construction contract for 312 Main Street chiller and cooling tower replacement be awarded to Brighter Mechanical Limited at a cost of $336,700 plus GST; source of funding to be the 2003 Basic Capital Budget.
GENERAL MANAGER'S COMMENTS
The General Manager of Corporate Services RECOMMENDS approval of the foregoing.
POLICY
· Council approval is required for contracts over $300,000.
· Contracts are awarded on the basis of best value for the City.PURPOSE
The report seeks authorization to award a contract for the replacement of the 312 Main Street Public Safety Building chiller and cooling tower.
BACKGROUND
The 2003 Basic Capital Budget provided $390,000 to replace the chiller in the Public Safety Building at 312 Main Street. The chiller uses CFC refrigerant R-11 and under Waste Management Regulations must be replaced. As well, the chiller and cooling tower are 35-years old, well beyond their designated life expectancy.
DISCUSSION
Four pre-qualified firms were asked to submit tenders and three responded as follows:
Brighter Mechanical Limited
$336,700
Keith Plumbing and Heating
$347,000
Fred Walsh
$353,000
On the basis of the price and compliance with tender requirements, it is recommended that the contract be awarded to Brighter Mechanical Limited in the amount of $336,700 plus GST.
The total cost of the work is within the budget allocated for the project.
