A Regular Meeting of the Standing Committee of Council on City Services and Budgets was held on Thursday,
November 6, 2003, at 9:40 a.m., in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on City Services and Budgets meeting of October 9, 2003, were adopted.
RECOMMENDATION
1. 2003 Celebration Grant Recommendations, Fall Deadline (File 2051)
The Committee had before it an Administrative Report dated October 17, 2003, in which the Director, Office of Cultural Affairs, recommended Council approve grants to seven community organizations, discussed the evaluation and selection process used, and appended a description of all applications and the program guidelines. It was further recommended that Council approve the use of City streets and a grant to hold the First Night celebration on December 31, 2003, subject to the applicant meeting FEST Committee requirements. The General Manager recommended approval.
The Committee also had before it a memo dated November 4, 2003, from the Director, Office of Cultural Affairs, advising that staff's recommendations related to the First Night Celebration have been withdrawn due to recent developments (distributed – on file).
Lorenz von Fersen, Cultural Planner, was available to respond to questions.
MOVED by Councillor Woodsworth
THAT the Committee recommend to Council
That Council approve grants totaling up to $38,000 to seven organizations for Celebration grant projects listed in tables 1 and 2 of the Administrative Report dated October 17, 2003, entitled "2003 Celebration Grant Recommendations, Fall Deadline", source of funds to be the 2003 Celebration grants program budget.

2. 2003 Operating Budget - August Review (File 1605)
The Committee had before it an Administrative Report dated October 20, 2003, in which the General Manager of Corporate Services and Director of Finance in consultation with the Corporate Management Team, in accordance with Council's standing instructions, reviewed the status of the revenue and expenditure appropriations in the 2003 Operating Budget at August 31, 2003, and identified any significant variances for Council.
Annette Klein, Director of Budget Services, was present to respond to questions.

THAT the Committee recommend to Council
THAT Council receive the 2003 Operating Budget August Review for information.
CARRIED UNANIMOUSLY

THAT the recommendations of the Committee, as contained in Clauses 1 and 2 of this report, be referred to the Regular Council meeting immediately following the Standing Committee on Planning and Environment meeting to be held later this day as Clause 1 requires eight affirmative votes and only six Council members are present.
CARRIED UNANIMOUSLY
NOTE FROM CLERK: Clauses 1 and 2 were subsequently carried unanimously, Clause 1 by the required majority, at the Regular Council meeting immediately following the Standing Committee on Planning and Environment meeting held later this day.
