Extension of Development and Building Permit No. DB412167RECOMMENDATION
THAT City Council approve an extension of Development and Building Permit No. DB412167 for 3749 West 30th Avenue until March 6, 2004.
GENERAL MANAGER'S COMMENTS
The General Manager of Community Services RECOMMENDS approval of the foregoing.
COUNCIL POLICY
Article 1A.7.5.1 of the Building By-law addresses actions the City can take when an applicant, who has received a Building Permit, is not proceeding with active work under the permit. The Building By-law prohibits the Chief Building Official from granting more than one extension to a Building Permit. Any further extensions can only be approved by Council.
PURPOSE
The purpose of this report is to request Council's approval for an extension of a permit for alterations and additions to a building at 3749 West 30th Avenue.
DISCUSSION
Development and Building Permit No. DB412167 was issued on September 6, 2001 for the existing one family dwelling at 3749 West 30th Avenue. This permit allows interior and exterior alterations including the addition of a second floor, an addition at the rear, a deck at the rear and a new porch at the front. As work had not commenced, the owner applied for an extension in September of 2002 and it was approved by the Deputy Chief Building Official. The owner applied for a second extension and it was approved by Council on April 8, 2003.
The owner advises that he has been unable to commence construction due to personal circumstances and is requesting another extension of time.
There has been no change to the zoning for the property (RS-5 - One Family Dwelling District). The Planning Department has no objection to this extension.
CONCLUSION
It is recommended that Council extend this permit until March 6, 2004.
