New Public Street Names - Menchions Mews and St. Regis Lane
RECOMMENDATION
A. THAT the access right-of-way, located at an adjacent Lot J to Lot T of the public harbour of Burrard Inlet, 1673 Bayshore Drive, be named Menchions Mews in commemoration of William Menchions.
B. THAT the lane east of the 600 block Granville Street and south of 600 block Dunsmuir Street be named St. Regis Lane in order to address traffic management issues.
C. THAT the Director of Legal Services be instructed to bring forward the appropriate amendments to the Street Name By-law.

COUNCIL POLICY
Council uses the Street Name By-Law, No. 4954, to name and regulate public roads in the City of Vancouver. The Street Naming Committee, a staff team, is chaired by the City Clerk, and comprised of the Archivist, City Surveyor, representatives of the Planning, Permits & Licensing, and Fire & Rescue Services Departments. The Committee is responsible for the management of a consistent, integrated and duplication-free street name system.
PURPOSE
This report seeks Council approval for naming an access right-of-way and a lane, Menchions Mews and St. Regis Lane, respectively.
DISCUSSION
Menchions Mews
On June 24, 2002, the Development Permit Board granted approval, subject to conditions, for a two-storey Restaurant/Neighbourhood Public House (Pub) on Lot T at 1673 Bayshore Drive.
While general parking will occur off-site, loading, garbage pick-up, emergency vehicle access and disabled parking will occur along a right-of-way over the adjacent Lot J of the Public Harbour of Burrard Inlet, Plan LMP12980 (Appendix A).
Currently this right-of-way area serves as secondary emergency access to the Bayshore Hotel. The City's Parking Enforcement staff have received many complaints about unauthorized use of the right-of-way area. However, it is (and has been) a concern that enforcement is difficult at locations that cannot easily be identified on violation notices.
On June 20, 2003, the Street Naming Committee considered the request to name the access right-of-way adjacent to the two-storey restaurant/neighbourhood public house at 1673 Bayshore Drive to alleviate the concerns.
The Committee agreed to the request and suggested the name Menchions to commemorate William R. Menchions who was a boat and launch builder located at 1705 West Georgia Street.
St. Regis Lane
On April 14, 2003, the Development Permit Board granted approval, subject to conditions, for a 35-storey, mixed-use retail/office/residential building containing 404 dwelling units with seven levels of underground parking on Parcel A at 610 Granville Street. Access is proposed from the lane (Appendix B).
Lot 1, Plan BCP974 is occupied by the St. Regis Hotel, including the Gotham Steakhouse. Parcel B, Plan 5428, is occupied by the Bay.
The proposed new development on Parcel A includes a residential lobby (and drop-off area) facing the lane, and a new (physically challenged) access to the Granville Street Skytrain Station, below Dunsmuir Street, also facing the lane.
The Development Permit Board established a requirement of a Loading Management Plan (LMP) as part of a condition of rezoning of the site at 610 Granville Street to ensure proper functioning of the lane. The LMP may include installation and proper enforcement of traffic control devices and measures for the lane and therefore requires the naming of the lane.
On June 20, 2003, the Street Naming Committee considered the request to name the lane and resolved that the lane east of the 600 block Granville Street and south of 600 block Dunsmuir Street be named St. Regis Lane, in order to address the traffic management issues.The Committee agreed that under normal circumstances, it would not name lanes, but for traffic management issues, the request merits unusual treatment. The Committee noted part of the lane is located by the St. Regis Hotel, a heritage hotel. It was also noted the lane will be a utility area with no addressing off it. Therefore, the lane would be called a "lane" and not "mews".
CONCLUSION
The Street Naming Committee recommends Council approve the names Menchion Mews and St. Regis Lane.
