RECOMMENDATION

COUNCIL POLICY

The Vancouver Charter Section 488 (5) (a) provides that Council may declare real property as permanent public park by a resolution or by-law of Council.

PURPOSE

The purpose of this report is to request Council designate the City-owned property in the 1000 block of Boundary Road as permanent public park (Appendix A).

BACKGROUND

The City received the subject property as part of a Crown Grant in 1912. The north-east portion of the property was used for an old people=s home, which later became known as Taylor Manor. In 1948, the southern portion of the property was turned over to the care and custody of the Park Board and held as a Capital Asset. In 1962 the northern portion, which was no longer required as a kitchen garden for Taylor Manor, was also assigned to the care and custody of the Park Board, subject to a reverter clause if the City needed the lands for other civic purposes, or it wished to sell the lands.

PRESENT SITUATION

The two parcels of land are in the care and custody of the Park Board and have been developed as park. They have been consolidated into one legal parcel known as PID: 025-610-686, Parcel C, Section 27, Town of Hastings Suburban Lands, BCP4379.

CONCLUSION

As the site is developed as a park, it is recommended that it be designated as permanent public park.
