ANNOUNCEMENT: One Book One Vancouver (File 1051)
Eric Smith, Acting Director, Vancouver Public Library, and John Buckberrough, Vice Chair, Vancouver Public Library Board, announced the "One book, One Vancouver" program for 2003. A copy of Timothy Taylor's book Stanley Park, which has been designated as the book for the 2003 program, was distributed to the Mayor and Councillors.

REPORT REFERENCE
1. Financing Growth (File 1611/1755)
Ann McAfee, Director of City Plans, and Ronda Howard, Senior Planner - Financing Growth Review, presented a Report Reference on Financing Growth. Before Council was a Policy Report "Financing Growth - Paying for Facilities to Serve a Growing Population: The Role of City-Wide Charges on New Development" dated April 30, 2003. The report summarizes policy choices, submits staff recommendations and provides choices for Council on financing growth.
Dr. McAfee gave a brief overview and Ms. Howard, with the aid of a powerpoint presentation, reviewed the recommendations and choices contained in the Policy Report. Ms. Howard advised the public will be invited to give input on the Policy Report to Council on the evening of June 10, 2003.

CIVIC RECOGNITION: - Rt. Hon. Kim Campbell, Freedom of the City Award (File 1054)
At this point in the proceedings, the Mayor and Council recognized the Right Honourable Kim Campbell, who had been unanimously awarded the Freedom of the City Award in honour of her many years of distinguished public service to the city, to British Columbia and to Canada.
The Mayor presented Ms. Campbell with a framed scroll and Freedom of the City medal.

A. THAT Council authorize the Director of Legal Services to sign on behalf of the City, a Reference Plan attested to by William P. Wong, B.C.L.S., on the 11th day of March, 2003, numbered V-03-13805-REFERENCE-2, (a reduced copy of which is attached as Appendix "A" to the Administrative Report "911 Denman Street - Proposed Closure of a Portion of the West Side of Denman Street Northerly of Barclay Street and a Portion of the Lane Northerly of Barclay Street Westerly from Denman Street" dated April 14, 2003) defining the horizontal limits of the encroachments onto Denman Street, northerly of Barclay Street and onto the lane northerly of Barclay Street westerly from Denman Street, by the building at 911 Denman Street and apply to raise titles to the portions of Denman Street and the said lane defined on the said Reference Plan, in the name of the City of Vancouver.
B. THAT all those volumetric portions of Denman Street and all those volumetric portions of the said lane included within the heavy outline and illustrated isometrically on a plan of survey, certified correct on the 11th day of March, 2003, by William P. Wong, B.C.L.S., and marginally numbered V-03-13805-AS (a reduced copy of which is attached as Appendix "B" to the Administrative Report "911 Denman Street - Proposed Closure of a Portion of the West Side of Denman Street Northerly of Barclay Street and a Portion of the Lane Northerly of Barclay Street Westerly from Denman Street" dated April 14, 2003), be closed, stopped-up and that an easement be granted to the owner of abutting Parcel A, Block 67, District Lot 185, Group 1, New Westminster District, Plan BCP4527, to contain the portions of the existing building which encroach onto Denman Street and the lane westerly of Denman Street. The easement to be for the life of the encroaching portions of the existing building on said Parcel A, and to be to the satisfaction of the Director of Legal Services.
C. THAT the fees for document preparation, registration and use of the easement referred to in "B", are to be in accordance with those charged for in an agreement prepared pursuant to the Encroachment By-law.
D. THAT the authorities granted in "A", "B" and "C" be subject to the Approving Officer granting approval of the application to convert the previously occupied building situated on Parcel A, Block 67, District Lot 185, Group 1, New Westminster District, Plan BCP4527, to strata title ownership.

A. THAT Tender No. 2003-04 Construction of Concrete Curbs and Gutters, and Asphaltic Concrete Pavement on Sundry Streets be awarded to Imperial Paving Ltd., the low bidder, in the amount of $1,768,401.84 with funding provided as part of the Local Improvement Process.
B. THAT a Construction Services Agreement with Imperial Paving Ltd., Contract No. 2003-04 Construction of Concrete Curbs and Gutters and Asphaltic Concrete Pavements on Sundry Streets, be executed by the Director of Legal Services on the basis that no legal rights are hereby created and none shall arise until execution of an Agreement drawn to the satisfaction of the General Manager of Engineering Services and the Director of Legal Services.

4. Standardization and Direct Purchases of Twenty-Four (24) Swenson Model EV100 Slip-In Salters

A. THAT Council authorize the standardization of the City of Vancouver, slip-in salters to Swenson Model EV100, based on overall equipment performance, staff familiarity and logistics support.
B. THAT Council approve waiving the normal bidding process and authorize the Manager of Materials Management to acquire by direct purchase, twenty-four (24) Swenson Model EV100 slip-in salters at a total cost of $410,262 plus the P.S.T. and the 7% G.S.T. (Less any municipal rebate received).

i) Legal Agreement;
ii) Hours of operation limited from 10:00 a.m. to 1:00 a.m. Monday to Wednesday, 10:00 a.m. to 2:00 a.m. Thursday to Saturday, and 10:00 a.m. to 12 midnight on Sunday;

THAT Council authorize the General Manager of Engineering Services to exercise the City's lease option to purchase two (2) Elgin GeoVac Vacuum Street Sweepers from Vimar Equipment Ltd. at a total cost of $345,424.86 plus the Provincial Sales Tax, the Goods and Services Tax (less any municipal rebate received) and the Provincial Environmental Levy.
B. THAT the Director of Legal Services be authorized to execute and deliver on behalf of the City the notice of option exercise and any additional contract documents required to implement "A".
C. THAT all such legal documents be on terms and conditions satisfactory to the General Manager of Engineering Services and the Director of Legal Services.
D. THAT no legal rights or obligations will be created by Council's adoption of "A", "B" and "C" above unless and until such legal documents are executed and delivered by the Director of Legal Services.
E. THAT funding for the purchase described in "A" be provided from the Truck and Equipment Plant Account.

THAT Council amend the terms of its approval related to the 2003 services contract with the Vancouver Economic Development Commission (VEDC), as (contained in Recommendation B of the Council Report dated December 17, 2002), approved by Council on January 16, 2003, by removing the condition that a new services contract between the City and Partners for Economic and Community Help (PEACH) must be entered into with respect to the administration of the Programs by PEACH before the 2003 services contract between the City and VEDC can be executed.

THAT Council approve the resolutions attached as Appendices B through E to the Administrative Report "Adoption of 2003 Rating Bylaws and Averaging Resolutions" dated May 4, 2003, adopting adjusted tax rates for the Provincial Schools, the B.C. WHEREAS the Criminal Code currently offers no protection to gays, lesbians, bisexual or transgendered people against hate crimes; and
WHEREAS the House of Commons Justice Committee is now reviewing Bill C-250, which would remedy this defect by adding sexual orientation to the list of included grounds of race, religion, colour and ethnic origin under hate propaganda legislation; and
WHEREAS the tragic murder of Aaron Webster in Stanley Park underlines the importance of taking action to end acts of violence and hatred against people on the basis of their sexual orientation;
THEREFORE BE IT RESOLVED that the City of Vancouver endorse Bill C-250 and communicate this position to all the members of the House of Commons Justice Committee.

AND WHEREAS, the City of Vancouver has long recognized and advocated for adequate and stable funding to ensure a high quality, affordable and accessible childcare system;
AND WHEREAS, the City of Vancouver has taken leadership in childcare at the municipal level, building what has been assessed as the highest quality childcare in Canada;
AND WHEREAS, recent provincial government cuts to childcare subsidies are creating a two-tiered system, with childcare for those who can afford it and unregulated child minding or less for those who cannot;
THEREFORE BE IT RESOLVED that, the City of Vancouver call on the provincial government to meet with the City to find solutions to the childcare crisis, and reposition British Columbia as a national leader in childcare;
BE IT FINALLY RESOLVED that, City Council ask city staff to provide a report on measures the city can take on an urgent basis to protect the availability of childcare spaces and programs in the city.

AND WHEREAS the City of Vancouver has yet to receive the detailed consultant's report on the costs of heritage and seismic issues;
AND WHEREAS the City is now responsible for up to $500,000 per year in holding costs with no certainty as to how many years the process will take;
AND WHEREAS it has now been revealed that all unused provincial buildings are being offered to municipalities at half price;
AND WHEREAS most municipalities are taking time to drive harder bargains and force the provincial government to pay the holding costs while they do due diligence and decide what to do with the buildings;
THEREFORE BE IT RESOLVED that all future property transactions be processed with proper due diligence and adequate time for Councillors to review issues.

AND WHEREAS the previous mayor had a political staff budget of $145,000. After the recent election this amount was increased to $185,000 in addition to the mayor's discretionary budget of $42,000;
AND WHEREAS our present Council has increased the Mayor's political staff budget by $150,000 which is more than a 100 percent increase. This request for political staff funding is unprecedented in that it was put forward and approved with no details provided whatsoever;
AND WHEREAS this dramatic budget increase will change the relationship between the Mayor's Office and the Councillors' with a reduction of influence of the Councillors;
AND WHEREAS it is important for City Councillors to be apprised of the uses of taxpayer funds.

1. Development of Parkhill Hotel Site (File 2605)
Councillor Stevenson requested staff to report on the status of the development of the Parkhill Hotel site on Davie Street from hotel use to apartment use.
The City Manager advised staff is investigating and will be providing a report once they have more information on the proposed development.
2. Provincial Government Cuts in Services (File 1263)
Councillor Green referred to a report being prepared by staff on the impacts of provincial cutbacks and requested the report also look at how the cuts will affect the Downtown Eastside, for example, SRO housing stock, policing, Downtown revitalization program, etc.
3. Impact of Provincial Government Cuts to Vancouver Community College (File 1263)
Councillor Roberts requested a memo from staff on the projected impacts of recent cuts at Vancouver Community College, in particular on how the cuts will affect economic and community efforts in the Downtown Eastside,
The City Manager suggested the requested information could be covered in the report on impacts of provincial government cuts referenced by Councillor Green. Councillor Roberts agreed.
Councillor Cadman requested the report address projected impacts all over the city, not just the Downtown Eastside.
4. Policing Initiatives in the Downtown Eastside (File 3701)
Councillor Ladner enquired as to who will be involved in the evaluation of the police action in the Downtown Eastside prior to the Department coming back to request additional funding.
The City Manager advised she, along with the Police Chief and an external evaluator, will be preparing a report.
5. Status of Demonstrators at Neighbourhood Park on Thurlow Street (File 3701)
Councillor Ladner enquired on the status of the demonstrators camped at the neighbourhood park on Thurlow Street.
The City Manager advised a staff team is involved with ongoing discussions with the demonstrators to resolve the matter.
6. Status of Civic Youth Strategy, Child and Youth Advocate, Childcare Advocate (File 4102)
Councillor Woodsworth requested a memo from the City Manager providing a strategy to deal with the child/youth advocate, civic youth strategy, and childcare advocate in a unified way.7. Noise Concerns with Leaf Blowers (File 3755)
Councillor Stevenson requested a staff memo providing information on how to resolve noise issues caused by leaf blowers, particularly in the West End, e.g. ways to eliminate the use of the leaf blowers, or using other methods.
