ADOPTION OF MINUTES

The minutes of the meeting of February 13, 2003, to be adopted.

1. 2003 Property Tax Options: Three-Year Land Averaging for Property Tax Calculations

Vancouver City Council, at its meeting on February 25, 2003, authorized the Director of Finance to place advertisements advising the public that Council is considering enacting an averaging bylaw and inviting input at today's meeting.

The attached memorandum from the Director of Financial Planning and Treasury dated March 18, 2003, refers.

The relevant by-law will be dealt with at the Council meeting immediately following the City Services and Budgets meeting.

2. Approval of 2003-2004 Business Improvement Area (BIA) Budgets
