SPECIAL COUNCIL MEETING MINUTES

NOVEMBER 5, 2002

A Special Meeting of the Council of the City of Vancouver was held on Tuesday, November 5, 2002, at 9:35 a.m., in Committee Room #1, Third Floor, City Hall, for the purpose of holding a Public Hearing to consider proposed amendments to the Heritage By-law and entering into a Heritage Revitalization Agreement.

1. Heritage Designation: 2733 Heather Street (Heather Pavilion)

An application by Mark Betteridge & Associates was considered as follows:

Summary: To designate Heather Pavilion at 2733 Heather Street to secure the long-term protection of the 1906 pavilion and the two end bays and towers of the 1908 addition.

The Director of Current Planning recommended approval.

Staff Comments

Gerry McGeough, Heritage Planner, was present to answer questions.

Janet Anderson, Chair, Heather Heritage Society, spoke in support of the application and thanked Council and staff for encouraging the restoration proposal.

The Deputy Mayor called for any further speakers and none came forward.

2. Heritage Designation: 640 West Pender Street (Bank of Montreal)

An application by Paul Merrick Architects Limited was considered as follows:

Summary: Heritage Revitalization Agreement and designation to authorize density bonus and secure the rehabilitation and the long-term protection of the "A" listed Bank of Montreal Building for use as the SFU Centre for Graduate Management Studies.

The Director of Current Planning recommended approval.

Staff Comments

Gerry McGeough, Heritage Planner, briefly reviewed the proposal and rationale for the recommended designation and HRA which authorizes a transferable density bonus and Development Cost Levy (DCL) relief and secures the rehabilitation and protection of the significant landmark as a public facility.

Warren Gill, Vice President, University Advancement, SFU, spoke in support of the application, thanked Council and staff, and noted the restoration proposal would give SFU its third downtown core location.

The Deputy Mayor called for any further speakers and none came forward.
