RECOMMENDATION

GENERAL MANAGER'S COMMENTS

COUNCIL POLICY

There is no Council policy or guidelines regarding new liquor license applications for motor vessels or dockside liquor service.

PURPOSE

Pride of Vancouver Charters Ltd. is requesting a Council resolution endorsing the application for a new 100 seat Class `A' (Motor Vessel) liquor license for the M.V. Star of Vancouver, and is also requesting limited dockside liquor service prior to departure for the M.V. Pride of Vancouver and for the M.V. Star of Vancouver docked at the Barbary Coast Marina, North Foot of Burrard Street.

BACKGROUND

Pride of Vancouver Charters Ltd. currently operates the M.V. Pride of Vancouver and is requesting a Council resolution endorsing the application for a new 100 seat Class `A' liquor license for the M.V. Star of Vancouver. They are also requesting dockside service for the new license for the M.V. Star of Vancouver and for the existing license for the M.V. Pride of Vancouver.

On December 9, 1999, the Liquor Control and Licensing Branch amended their policy to permit dockside service for up to one hour prior to departure provided the applicant obtains Local Government support for the request. The licensee must also agree to cease all liquor service 30 minutes prior to docking.

The applicant wishes to provide better service to groups such as convention and conference delegates who sometimes arrive early for the scheduled cruise, only to find they cannot be served a beverage until the vessel has sailed.

Liquor service on board the vessels usually occur between 11:00 a.m. and 10:00 p.m. and dockside service would be between 11:00 a.m. and 8:00 p.m. Liquor service is always terminated before the vessels return to dock.

The cruises are closed, private events and passengers are not likely to cause disturbances or create problems. The moorage location is some distance from land-based residents. As a result, staff do not feel it is necessary to conduct a neighbourhood survey given the restrictions placed on the license.

COMMENTS

The Police Department supports the application for a new Class `A' (Motor Vessel) and further comment that the department would support 30 minute dockside service for both vessels prior to boarding at this location.

The Environmental Health Division of the Vancouver/Richmond Health Board has no objections provided no dockside liquor service occurs after 10:00 p.m. each evening.

CONCLUSION

Staff recommend approval of the Class `A' (Motor Vessel) liquor license for the M.V. Star of Vancouver and also support the proposed conditional dockside service for the two Motor Vessels described in Recommendation B.
