Champlain Heights Community Centre Addition
RECOMMENDATION
THAT Council approve the allocation of $700,000 Community Amenity Contribution to the Park Board capital budget for the construction of an addition to the Champlain Heights Community Centre. The sum is in addition to the already approved amount of up to $445,000 DCL's to build a child development centre at the same location.

COUNCIL POLICY
Council approves funding for Park Board Capital Budgets.
BACKGROUND
On July 27,1999, City Council dealt with the redevelopment of the Champlain Mall, and passed a series of motions approving the form of development for the site and funding for an amenity package including a community centre addition and new child development centre to be funded from CAC's and DCL's. The CAC funds of $700,000 were to be for the community centre addition, and the DCL funds of $233,228 for the child development centre.
DISCUSSION
On July 9, 2002, Council approved an additional allocation of up to $212,000 from City-Wide DCL's to build a facility to accommodate a licenced 25-space out -of -school child development centre and a 20-space licensed preschool for 80 children, as a component of the Champlain Heights Community Centre, at a total cost not to exceed $445,000.Since that time staff have determined that Council's resolution of July 27, 1999 accepted a contribution of $700,000 towards the Champlain Heights Community Centre expansion, but it did not authorize the transfer of these funds to the Park Board. This report seeks that authority.
The Park Board has already approved the construction of an addition to the Champlain Heights Community Centre, to include a licenced childcare development centre and additional Community Centre programmable spaces.
The City's Director of Financial Planning and Treasury confirms that the developer of 3200 East 54th Avenue (Champlain Mall) has paid the required $700,000 in CAC funds to the City.
Budget

SUMMARY
Council is being asked to approve the allocation of $700,000 CAC's to be added to existing Park Board capital funding, to design and construct an addition of recreation space at the Champlain Heights Community Centre, and to the already approved amount of up to $445,000 for the construction of a new child development centre.* * * * *
