Federation of Canadian Municipalities 2004 Board Meeting
FOR CONSIDERATION
That Council invite the Federation of Canadian Municipalities ("FCM") to hold their 2004 Board Meeting in Vancouver, and that the City of Vancouver, as host city of this event, provide support to the FCM Secretariat in the form of equipment and services and host a banquet for attendees, at a cost of $9,100 to be funded from the 2004 Operating Budget.

The City Manager submits the foregoing for CONSIDERATION.
POLICY
There is no Council Policy related to this issue.
PURPOSE
The purpose of this report is to seek Council approval to support a 2004 FCM Board Meeting in Vancouver.
BACKGROUND
The Federation of Canadian Municipalities holds Board Meetings three times annually. There has not been a meeting held in Vancouver for a number of years. Host cities supportthese meetings through the provision of equipment and related services, and in addition, cities host a banquet for attendees.
DISCUSSION
FCM has exhibited interest in holding their 2004 Board Meeting in Vancouver. In order for FCM to confirm Vancouver as the location for this meeting, a letter of invitation and offer of support are needed from the host city.
The support which has been requested of the City of Vancouver is as follows:
· Equipment and services for the FCM Secretariat (including 4-5 computers, scanner, photocopier, hospitality suite);
· City of Vancouver sponsored banquet for delegates (approximately 80 members).This meeting would take place the first week of March 2004. There would be approximately 120 attendees.
FINANCIAL IMPLICATIONS
The relevant costs associated with the City of Vancouver supporting the FCM Board Meeting are as follows:
Equipment & services $3,500
Catering/Room Rental $5,600As the City of Vancouver would be paying these costs rather than providing direct financial support to FCM, funding would not be arranged through the grant process, but rather from the 2004 Operating Budget.
CONCLUSION
FCM has exhibited interest in holding a 2004 Board Meeting in Vancouver. In order for FCM to confirm Vancouver as the location for this meeting, a letter of invitation and offer of support are needed from the host city.
