Supply and Delivery of Steel Poles and StructuresRECOMMENDATION
THAT Council accept the low bid meeting specifications and offering best value from Nova Pole International Inc.for the supply and delivery of steel poles, structures, and related hardware for the Georgia Street Widening Project and the Stanley Park "S" Curve Project, at a total cost of $668,663.00, plus the PST and 7% GST (less any municipal rebate received subject to a contract satisfactory to the Director of Legal Services. Funding source from order group CA1GC5B9.
POLICY
The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest value based on quality, service and price.
Contract with a value over $300,000 are referred to Council.
DISCUSSION
Tenders for the above were opened on June 19, 2002 and referred to the General Manager of Engineering Services and the Manager of Materials Management for report. The tender was advertised in a local newspaper as well as on the internet.
The tender called for prices for trolley line poles including arms and skirts as required, as well as anchor bolt sets for trolley line poles for the Georgia Street Widening Project. Also included on this tender are luminaire arms, trolley line poles including hardware, decorative skirts and shrouds for trolley poles, luminaire poles, anchor bolt sets for trolley line poles, signal bridge structures less anchor cages, anchor bolt cages for signal bridges and sign structure for the Stanley Park "S" Curve Project.
The tender stated that only poles and structures from manufacturers approved by the British Columbia Ministry of Transport would be considered, specifically:
a) West Coast Engineering Group Ltd., Delta, B.C.
b) Nova Pole International Inc., Vancouver, B.C.
c) Butler Pole and Structures, Surrey, B.C.Three bids were received with prices ranging from $668,663 to $1,173,835.

Funding is available from the capital budget under order group CA1GC5B9 and order number 30005699.
CONCLUSION
Accordingly, we recommend acceptance of the low bid and best value meeting specifications and delivery requirements from Nova Pole International Inc. at a total price of $668,663.
