Amendments to the Citizens' Advisory Committee Terms of Reference
RECOMMENDATION
THAT Council approve the proposed amendments made to the Terms of Reference.
POLICY
June 22, 1993: approved the recommendation of the City Manager to form a Fire Department Advisory Committee. The Committee would consist of ten people from the community and a representative from Vancouver Fire & Rescue Services.
SUMMARY
The Citizens' Advisory Committee (CAC) was formed by City Council Resolution on June 22, 1993. The first meeting was held on February 9, 1994. In the year that followed, the Committee elected Dr. Tom Ward, Chairperson, developed and adopted terms of reference, met with interested parties, and reviewed important documents relating to the operation of Vancouver Fire & Rescue Services.
PURPOSE
The purpose of this report is to seek approval from Council for the changes the Citizens' Advisory Committee has recommended be made to some wording and the change in the meeting day in the Terms of Reference of the Citizens' Advisory Committee to Vancouver Fire and Rescue Services.
RECOMMENDATIONS
The following changes are recommended throughout:
Vancouver Fire & Rescue Services replaced the term Fire Department;
VFRS replaced the term VPD; and
Citizens' Advisory Committee replaced the term Fire Department Advisory Committee.Changes are recommended in the following areas:
Membership: In addition, the Fire Chief ( and/or delegate), and an Assistant Fire Chief ( Fire Department Liaison) and a City Councillor(s) will be ex-officio was rephrased to read;
In addition, the Fire Chief ( or delegate), all Deputy Chiefs and City Councillor(s) will be ex-officio.Officers: Chair:
The word insure was replaced with ensure.
Vice Chair:
A third duty was added to this category and reads as follows:
The Vice Chair shall ensure that an annual report be submitted to the Fire Chief and City Council.
Actions: The Fire Department's Mission and Vision Statements was re-worded, Vancouver Fire & Rescue Services' Mission and Vision Statement.
Meetings: The Committee shall meet regularly on the second Wednesday of each month was changed to first Wednesday of each month.
CONCLUSION
There are no other recommended amendments. When the updated Terms of Reference have been approved by Council, it would replace the old version on the City's website.
