A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, January 15, 2002, at 2:00 p.m., in the Council Chamber, Third Floor, City Hall.

REPORT REFERENCE
1. CityPlan Community Visions Program: Sunset and
Victoria-Fraserview/Killarney
November 27, 2001 (File: 5340)
Ann McAfee, Director of City Plans; and Ted Sebastian, Peter Burch, and Trish French, Community Visions - New Visions, presented a report reference on the CityPlan Community Visions Program for Sunset and Victoria-Fraserview/Killarney communities.
During the presentation, they explained CityPlan directions, how the communities met the criteria set out in the Terms of Reference adopted by Council in 1996 for the Community Visions Program, noted some themes that are apparent after completion of four Visionscovering areas with over 145,000 residents, and responded to questions. Dr. McAfee introduced members of the Community Liaison Groups for the two communities, and sought Council endorsation of the Sunset and Victoria-Fraserview/Killarney Visions Program.

A. THAT Council adopt the Sunset and Victoria-Fraserview/Killarney (VFK) Community Visions, attached in Appendices A and B to the Policy Report, dated November 27, 2001 entitled "CityPlan Community Visions Program: Sunset and Victoria-Fraserview/Killarney", as follows:
· Directions categorized as "Approved" to be adopted as written;
· Directions categorized as "Not Approved: Uncertain", not to be adopted but to remain in the text for information; and
· Directions categorized as "Not Approved: Non-support", not to be adopted but to remain in the text for information.
B. THAT Council and Departments use the Sunset and VFK Vision Directions to help guide policy decisions, corporate work, priorities, budgets and capital plans in these two communities; and
C. THAT Council direct the Director of City Plans to report back on an action plan to implement and monitor the Sunset and VFK Community Visions.

A. Administrative Motions
1. Allocation of Land for Road Purposes (8676 Oak Street between 70th Avenue and 71st Avenue) (File: 5807)

THAT WHEREAS the registered owner will be conveying to the City of Vancouver forroad purposes lands in the City of Vancouver, Province of British Columbia, more particularly known and described as follows:
All that portion of Lot 8, except the West 7 feet, of Lots 6 and 7, Blocks 1 to 6 and 12 of Block C, District Lots 319, 323 and 324, Plan 2167, Group 1, New Westminster District, the same as shown heavy outlined on plan of survey completed on the 3rd day of September 1996, and inspected on the 14th day of November 2001, attested by A. Di Nozzi, B.C.L.S., and marginally numbered LD 3329;
AND WHEREAS it is deemed expedient and in the public interest to accept and allocate the said lands for road purposes.
BE IT RESOLVED that the above described lands to be conveyed are hereby accepted and allocated for road purposes and declared to form and to constitute a portion of a road.

B. Motions on Notice
1. Provincial Government provide adequate financial support
to the City of Vancouver in 2002 (File: 1263)
At the Council meeting of December 11, 2001, Councillor Bass submitted the following Notice of Motion which was recognized by the Chair:

SECONDED by Councillor Louis
WHEREAS, our prosperity depends on our cities' strength, as noted editorially in the Vancouver Sun;
AND WHEREAS, the federal and provincial contribution to municipal revenue is 15% (a one third drop since 1995) in comparison to the 30% share found in Europe and the United States;
AND WHEREAS, in the past five years in Canada, federal and provincial revenue increased by 33% and 26% respectively, while municipal revenue rose by 8%;
AND WHEREAS, US cities get 21% of their revenue from property tax compared to 55% from property tax in Canada;
AND WHEREAS, Mayor Owen has noted repeatedly that provincial contributions toVancouver fell by $17 million during the previous provincial government;
THEREFORE BE IT RESOLVED THAT Vancouver City Council ask the Provincial Government to show, in the words of the Vancouver Sun, "leadership and vision, not selfishness and expedience" with their commitment to municipal finance;
AND BE IT FURTHER RESOLVED THAT Vancouver City Council ask the Provincial Government to restore the provincial $17 million contribution to the City of Vancouver in the year 2002.

NOTICE OF MOTION
1. Immediately Placing in Service TransLink's 50 Natural-Gas Buses (File: 5554)
The following Notice of Motion was submitted by Councillor Bass and recognized by the Chair:
WHEREAS, TransLink is in possession of 50 natural-gas buses whose exhaust is much more friendly to the environment and to humans than is that of diesel buses;
AND WHEREAS, the 50 natural gas buses are not in service because of budget shortfalls;
AND WHEREAS, diesel buses are being used by TransLink instead of the natural-gas buses;
AND WHEREAS, diesel buses contribute excessive quantities of smog-causing nitrogen oxides and excessive quantities of particulate matter, both of which likely contribute to chronic lung disease, lung cancer, heart disease and the rising incidence of asthma;
AND WHEREAS, a 1997 study by the Crown Corporation Secretariat on BC Transit fuel choices determined that particulates and nitrogen oxides have the greatest impact on air quality in the GVRD and are most associated with health concerns;
AND WHEREAS, diesel exhaust has been classified as a probable human carcinogenby the International Agency for Research on Cancer and by the US Environmental Protection Agency;
AND WHEREAS, a November 23, 2000 report to Council noted that the GVRD should take steps to "work together with other agencies and levels of government to encourage programs which will reduce future diesel particulate matter emissions";
AND WHEREAS, one fifth of all buses now in production are natural gas buses, which are substantially less polluting than are diesel buses;
AND WHEREAS, the cost of operating the 50 natural-gas buses is estimated to be between $12,000 and $20,000 per bus per year;
THEREFORE BE IT RESOLVED THAT Vancouver City Council request TransLink to:
A. give full weight to health and environmental considerations before implementing future cost-cutting measures; and
B. immediately place in service its 50 natural-gas buses.

A member of Council requested that a representative from Coast Mountain Bus Company operations be present when Council considers the matter.
2. Meeting on Provincial Government Cuts to Services and Programs (File: 1263)
The following Notice of Motion was submitted by Councillor Louis and recognized by the Chair:
WHEREAS, the provincial government is responsible for the delivery of programs and services including healthcare, justice, child protection, housing, human rights protection, alcohol and drug treatment, and environmental protection that are essential to the safety and well-being of all Vancouver residents;
AND WHEREAS, anticipated cuts to many of those services by the provincial government could seriously jeopardize the safety and well-being of Vancouver residents;
AND WHEREAS, the City of Vancouver could find itself in a position of funding replacement services and programs for those previously provided by the province;
THEREFORE BE IT RESOLVED THAT, Vancouver City Council seek an immediatemeeting with Premier Gordon Campbell and the provincial cabinet to determine the implications of provincial service and program cuts to the citizens of Vancouver.

ENQUIRIES AND OTHER MATTERS
1. Workers Compensation Board - Smoking Policy (File: 4105)
Councillor Bass enquired whether the Mayor has received a response to his letter to the Premier reconfirming Council's support of the WCB policies on smoking.
The Mayor advised no response has been received to date.
Councillor Kennedy also advised information about proposed provincial government changes to the WCB policies on smoking is available at the Clean Air Coalition's website: www.cleanaircoalitionbc.com.
2. Status of the Construction of GVRD Drinking Water Filtration Plant (File: 3753)
Councillor Bass enquired on the status of the construction of the GVRD drinking water filtration plant.
Councillor Clarke provided a brief status report and advised minutes of the GVRD Board and Committees are available on the GVRD website.
3. Think City Conference (File: 1310)
Councillor Bass advised of a Think City conference - Ideas for a 21st Century Vancouver which will be held January 25 and 26.
The Council recessed at 4:15 p.m., and
