NOTE FROM CLERK:

The following three reports were originally scheduled for the Regular Council meeting on July 31, 2001. However, due to requests to speak, and given the extensive community notification required, it was decided to withdraw the attached reports from the July 31^st agenda and schedule them for a Standing Committee meeting on August 2, 2001.
