SUBJECT: FCM and UBCM Membership Fees: 2000-2001
CONSIDERATION
THAT grants to the following organizations for the 2000-2001 membership fees be approved, the source of funds being the 2000 Operating Budget:
(a) Federation of Canadian Municipalities $50,472.78
(b) Union of British Columbia Municipalities $35,465.27CITY MANAGER'S COMMENTS
The City Manager submits the foregoing for CONSIDERATION.
COUNCIL POLICY
Section 206 (i) of the Vancouver Charter provides that Council may, by resolution pass by not less than two-thirds of all its members, provide for the making of money grants to any association comprised of municipalities to which the Council deems it is in the interest of the City to belong, or assist.
Grants require eight affirmative votes.
BACKGROUND/DISCUSSION
The FCM and UBCM have invoiced the City for their 2000-2001 membership fees, which are now due.
(a) FEDERATION OF CANADIAN MUNICIPALITIES
Membership Fee (April 1, 2000 to March 31, 2001) - $50,472.78
This represents an increase of $1028 (2%) over last year. The additional cost is based on a population of 514008 @ 9.8 cents per capita and a base fee of $100.
(b) UNION OF BRITISH COLUMBIA MUNICIPALITIES
2000 Membership Fee - $35,465.27
This represents an increase of $497.81 (1.4%) over last year. UBCM dues are calculated using the population estimates (for grant purposes) of BC STATS, a division of the Ministry of Finance and Corporate Relations.
No GST applies to these membership fees.
