Grant Allocations of Year 2000 - Community Safety Funding Program
RECOMMENDATION
THAT Council approve 19 grants totaling $300,000, as listed in Appendix A, including conditions on the grants, with cost to be shared on a 50/50 basis between the City and the Province. The source of funds for the Citys portion to be the 2000 Other Grants Budget, to be approved in advance of approval of the 2000 Operating Budget.
CITY MANAGERS COMMENTS
The City Manager RECOMMENDS approval of the foregoing.
COUNCIL POLICY
On October 25, 1996, Council approved the establishment of a joint City of Vancouver and Ministry of Attorney General Community Safety Funding Program. Council also approved a three year commitment (1997-1999) of an annual grant budget of $150,000, to be provided in its annual Operating Budget without offset.
On December 14, 1999 approved the continuation of its participation in the joint City of Vancouver and Ministry of Attorney General Community Safety Funding Program for the year 2000. Council also instructed the Chief Constable and the Director of Community Services, Social Planning, to report back before July, 2000 with a comprehensive plan for Community Policing Centres and the Community Safety Funding Program in Vancouver, including future directions, sustainability and working relationships between the funding and operating partners and the community.
Approval of funding requires eight affirmative votes.
PURPOSE AND BACKGROUND
This report recommends the year 2000 Community Safety Grant allocations for 19 Community Safety Centres (also referred to as Community Policing Centres/CPCs, or Crime Prevention Offices), to deliver crime prevention programs and community safety activities. There will also be a grant given to the Vancouver Crime Prevention Society to work with the Community Policing Centres, Vancouver Police Department and Ministry of Attorney General in providing regular training and support to all CPCs collectively.
All grants are to be used for the implementation of crime prevention and safety related programs as proposed by the CPCs; they are not for providing core support to the offices.
On October 25, 1996, Council approved the establishment of a joint Community Safety Funding Program with the Ministry of Attorney General. Each party agreed to contribute $150,000 annually to the program for a three year period (1997-1999). This funding commitment ended December 1999. On December 14, 1999, City Council approved the continuation of its participation in the Program for the year 2000.
A full review of the safety funding program, joint partnership, and development of sustainable strategy for the future of the Community Policing Centres/Neighbourhood Safety Offices is currently underway. Staff is committed to report back to Council with recommendations on findings and future direction by the end of June 2000.
DISCUSSION
Community Policing is a priority of the Vancouver Police Department and is supported by the City. The number of Community Policing Centres/Neighbourhood Safety Offices has grown from four offices in 1995 to twenty-one offices in 2000.
Currently, a Police Sergeant is assigned full time to co-ordinate the program and work with the community groups. Each of the twenty one Community Policing Centres/Neighbourhood Safety Offices (CPCs/NSOs) currently in Vancouver has a dedicated Neighbourhood Police Officer attached to it. Almost all Offices benefited from the community safety funding grants, enabling residents to engage in activities such as Block Watch, safety fair, and other preventive programs; providing local neighbourhood access to the Police, and early intervention and conflict resolution at the local level.
The activities and programs that have been delivered from these CPCs/NSOs have allowed for an increased liaison between the Police and specific communities such as First Nation's and the Chinese communities; residential neighbourhoods such as Collingwood, Mount Pleasant, Grandview Woodland, etc. (For a complete list of all CPCs/NSOs please see Appendix B).
A Community Policing Advisory Committee (CPAC), made up of board members from all CPCs has been established, and works closely with the Police Department, promoting and supporting public safety and the continuance of high quality community policing programs.
Grant applications were sent out in December 1999 and 19 submissions totaling $603,172 were received. The Joint Staff Steering Committee reviewed all applications and is making allocation recommendations based on established program criteria: merit of the application, community need for the activities, and effective outcomes of ongoing program services. The joint steering committee recommends that 19 grants totaling $300,000 be approved. The approved grants will be paid in two installments. The first payment will be sent out as soon as the grants are approved, while the second payment will be made in July 2000. All offices are required to submit a six month progress report in July, and a final report and financial
statement by year end.Appendix A lists all grants requests, the recommended activities, and funding allocations.
Appendix B lists all the contact names, addresses, and phone numbers of Community Policing Centres and the Vancouver Crime Prevention Society.
CONCLUSION
Community policing initiatives in Vancouver have been successful engaging residents in crime prevention activities with the Police. Over the past few years, the offices have expanded from 4 to 21. The volunteer base has grown from a few dozen to hundreds and numerous community safety programs have been delivered to thousands of citizens.
The funding partnership between the City, the Police and the Province has been beneficial, but also requires further clarification in order to be efficient and effective. As well, it is important that the work done to date in delivering community policing programs not be halted while the review is underway. Approval of the grants recommendations outlined in this report will ensure the continuation of program delivery while the program review and the development of a long term strategy for the future of community policing initiatives in Vancouver is being conducted.
