COUNCIL POLICY

On October 25, 1996, Council approved the establishment of a joint City of Vancouver and Ministry of Attorney General Community Safety Funding Program. Council also approved a three year commitment (1997-1999) of an annual grant budget of $150,000, to be provided in its annual Operating Budget without offset.

Approval of grant recommendations requires eight affirmative votes.

PURPOSE

This report recommends 1999 Community Safety Grant allocations for 19 Community SafetyOffices (also referred to as Community Policing Offices/CPOs, or Crime Prevention Offices), to deliver crime prevention programs and community safety activities. There will also be a grant given to the Vancouver Crime Prevention Society to work with the Community Policing Offices, Vancouver Police Department and Ministry of Attorney General in providing regular training and support to all CPOs collectively. All grants are to be used for the implementation of crime prevention and safety related programs as proposed by the CPOs; they are not for providing core support to the offices.

BACKGROUND

On October 25, 1996, Council approved the establishment of a joint Community Safety Funding Program with the Ministry of Attorney General. Both parties agreed to contribute $150,000 annually to this program, totaling $300,000 for a three year period (1997 - 1999).
After that, a thorough review of the Safety Funding Program and joint partnership will take place prior to making any further commitment to continue this program.

DISCUSSION

Community Policing has been a priority program supported by the Vancouver Police Department(VPD). Currently, a Police Sergeant and a constable are assigned full time to co-ordinate the program and work with the community groups. Over the past year much progress has been made in this area. In June 1998 VPD released its strategy paper “Neighbourhood Policing in Vancouver - Challenges of Tomorrow.” Since its release, the VPD community policing strategy has been endorsed by both the Police Board and Community Policing Offices. A Community Policing Advisory Committee to the Chief Constable was also established with representatives from all CPOs’ board of directors. The mandate of this committee is to advise the Vancouver Police Department on directions and strategies for the delivery of community policing services, to provide input into the development of policing priorities and initiatives, and to act as a liaison between their communities and VPD.

During the past year VPD has focused its effort into standardizing police-related administrative procedures; volunteer recruitment and screening procedure within all CPOs. There are also monthly meetings with CPO staff and volunteers, as well as ongoing training workshops. The provision of central training support to all CPOs in addressing their identified training needs has proven to be beneficial and cost efficient. The joint steering staff committee would like to recommend continuation of centralized training in the coming year. A joint operating agreement is also being negotiated between individual CPOs and VPD outlining roles and responsibilities of this partnerships.

Grant applications were sent out in October 1998 and 19 submissions totaling $541,942 were received. The Joint Staff Steering Committee reviewed all applications and made allocationrecommendations based on established program criteria: merit of the application, community need for the activities, and effective outcomes of ongoing program services.

The joint steering committee recommends that 19 grants totaling $300,000 be approved. The approved grants will be paid in two installments. The first payment will be sent out as soon as the grants are approved, while the second payment will be made in July 1999. All offices are required to submit a six month progress report in July, and a final report and financial statement by year end.

Appendix A lists all grants requests, the recommended activities, and funding allocations.

Appendix B lists all the contact names, addresses, and phone numbers of Community Policing Offices and the Vancouver Crime Prevention Society.

CONCLUSION

This is the last year of the City of Vancouver and Ministry of Attorney General’s three year joint funding program commitment. An evaluation of the three year funding program and negotiations for future funding collaboration will take place in the spring of this year. All the Community Policing Offices have developed and grown over the years with increasing community support. The level of residents’ involvement in local neighbourhood safety initiatives has also increased significantly. This funding partnership has proven to be an important support for CPOs.
