There is no directly applicable Council policy.

PURPOSE AND SUMMARY

This report recommends that the Zoning and Development Fee By-law be amended to include references to the RS-7S District Schedule if and when it is enacted.

BACKGROUND

On June 13, 2000 City Council referred to Public Hearing, an application to rezone RS-1A or RS-2 zoned areas in Kitsilano, Douglas Park, Sunnyside/Riley Park, Turner/Ferndale and Grandview-Woodlands to a new RS-7S zoning. The Public Hearing for that application is pending.

DISCUSSION

The staff report dated May 24, 2000 should have included a recommendation to amend the Zoning and Development Fee By-law to reference the new RS-7S zoning, if approved at Public Hearing. The above motions will correct that oversight and allow the Fee By-law to be amended at the time of enactment. The amendments will establish different Development Permit fees for outright and conditional uses in RS-7S, similar to RS-6. In addition, a fee will be assigned for one-family dwellings which require the Director of Planning permission for an increased floor space ratio.

CONCLUSION

Staff conclude and recommend that the Zoning and Development Fee By-law be amended to reference the RS-7S District Schedule if and when enacted.
