New Public Street Name B Citadel Parade

RECOMMENDATION

A. THAT the street east of, and parallel to, Beatty Street (between Georgia and Dunsmuir Streets) in the new Pacific Place development be named "Citadel Parade".

B. THAT the Director of Legal Services be instructed to bring forward the appropriate amendment to the Street Name By-law.

The City Manager RECOMMENDS approval of A and B.

COUNCIL POLICY

Council uses the Street Name By-Law, No. 4954, to name and regulate public roads in the City of Vancouver. The Street Naming Committee, a staff team, is chaired by the City Clerk, and comprised of the Archivist, City Surveyor, representatives of the Planning, Permits & Licensing, and Fire & Rescue Services Departments. The Committee is responsible for the management of a consistent, integrated and duplication-free street name system.

PURPOSE

This report seeks Council approval for naming a new public street, adjoining the Beatty Street Drill Hall, Citadel Parade.

DISCUSSION

The Street Naming Committee received a request from the British Columbia Regiment that the name of the street to be built east of, and parallel to, Beatty Street (between Georgia and Dunsmuir Streets) in the new Pacific Place development include the name "Citadel" (Appendix A).

The Commanding Officer of The British Columbia Regiment noted a citadel is the fortress of a city or area, often on high ground. He advised when the Beatty Street Drill Hall, which will adjoin the new road, was built in 1901, it was a true citadel and the only military building in downtown Vancouver, as it is now. The building has been called Athe Citadel of the West@ from its inception. He also advised the Drill Hall is frequently described as the Citadel of the West in speech, and the Regiment is very much attached to this description of its home. The Honorary Officers and the Regimental Association (of veterans) are in support of this proposal.

The Street Naming Committee agreed the name of the street should help to celebrate the unique association and long history this location has with the Drill Hall and the British Columbia Regiment and resolved to name the public street Citadel Parade.

Consequently, the Committee resolved to name the private cul-de-sac adjoining this new street, which does not require Council approval, Regiment Square. The Regiment and Concord Pacific are in agreement with the proposed names.

CONCLUSION

The Street Naming Committee recommends Council approve the name Citadel Parade for a new public street adjoining the Beatty street Drill Hall, east of, and parallel to, Beatty Street in the new Pacific Place development.
