Establishment of a portion of City Owned Lot at 1100 Kent Avenue South for Road Purposes

 

RECOMMENDATION

COUNCIL POLICY

The authority for establishing streets and lanes is set out in Section 291 of the Vancouver Charter.

PURPOSE

The purpose of this report is to seek Council authority to establish the North 33 feet of City-owned Block O (Reference Plan 2533), District Lot 327, Plan 3402, adjacent to 1100 East Kent Avenue South, for road purposes as shown within the bold outline on Appendix A.

BACKGROUND

The City acquired Block O on June 4, 1997 for $3,255,274.00. The property was purchased with the adjacent Remainder of Lot P at 900 East Kent Avenue South for a total cost of $10,413,500.00, of which six acres functions as the City Asphalt Plant. Block "O" is currently held within the Property Endowment Fund.

DISCUSSION

The subject Block O at 1100 East Kent Avenue South is being developed as a recycling yard. As a condition of Development Permit DE406397, the North 33 feet is to be established for road purposes. This section represents the last piece of land required to connect the East Kent Avenue South road allowance from Manitoba Street on the west, to Crompton Street on the east. A portion of this 33 foot wide strip is proposed to form a part of the Kent Avenue Bikeway.

CONCLUSION

At this location of East Kent Avenue South there is a need to establish a 33 feet wide strip of City-owned property for road purposes, therefore the Director of Real Estate Services in consultation with the General Manager of Engineering Services recommends approval of the Recommendation.
