A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, November 30, 1999, at approximately 9:55 a.m., in Committee Room No. 1, Third Floor, City Hall, following the Standing Committee on Transportation and Traffic meeting, to consider the recommendations of the Committee.

Councillor Chiavario advised that the Brewery Creek Historical Society is intending to explore with the Engineering Department the possibility of identifying the creek on neighbouring street signs.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on Transportation and Traffic meeting of October 19, 1999, were adopted.
RECOMMENDATION
1. Ontario Bikeway Traffic Calming File: 5757
The Committee had before it an Administrative Report dated October 15, 1999, in which the General Manager of Engineering Services recommended approval of the permanent installation of temporary traffic calming measures on Ontario Street, with the exception of the right-in-right-out diverter at 33rd Avenue.
Clause No. 1 continued
Ian Adam, Assistant City Engineer - Transportation, introduced Winston Chou, Neighbourhood Transportation, who reviewed the report, provided a rationale for the recommendations and responded to questions.
The following motion by Councillor Chiavario was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT the three temporary right-in-right-out diverters on Ontario Street at the intersections of King Edward Avenue, 49th Avenue, and S.E. Marine Drive be made permanent, at a cost of $62,000, from the Streets Unappropriated Account 30000326 - Traffic Calming.
B. THAT the temporary corner bulge at the south-east corner of Ontario Street and 56th Avenue be made permanent, at a cost of $5,000, from the Streets Unappropriated Accounted 30000326 - Traffic Calming.
C. THAT the Streets Maintenance Budget be increased by $1,200 and the Traffic Sign Maintenance Budget be increased by $300, for the maintenance of the 3 right-in-right-out diverters and the corner bulge, effective year 2001.
D. THAT the temporary right-in-right-out diverter on Ontario Street at the intersection of 33rd Avenue be removed.

2. Modification of the Right-In-Right-Out Diverter
at 7th & Heather File: 5757
The Committee had before it an Administrative Report dated October 26, 1999, in which the General Manager of Engineering Services recommends modification of the right-in-right-out diverter at the intersection of 7th Avenue and Heather Street.
Winston Chou, Neighbourhood Transportation, provided an overview of the report, and responded to questions.
Clause No. 2 continued
The following motion by Councillor Bellamy was put and carried. The Committee, therefore,
RECOMMENDED
THAT the existing right-in-right-out diverter at the intersection of 7th Avenue and Heather Street be modified, at a cost of $28,000, from the Streets Unappropriated Account 30000326 - Traffic Calming.

3. Cycling Network Program Applications 2000/2001 File: 5553
The Committee had before it an Administrative Report dated November 10, 1999, in which the General Manager of Engineering Services sought Councils endorsement of two applications made for the Provincial Cycling Network Program for 2000/2001.
Doug Louie, Assistant Neighbourhood Transportation Engineer, reviewed the report and responded to questions.
The following motion by Councillor Herbert was put and carried. The Committee, therefore,
RECOMMENDED
THAT submission of the Portside Bikeway Eastern Extension and Ridgeway East Bikeway to the Cycling Network Program be endorsed, and staff report back with further details about the Portside Bikeway Eastern Extension.
