BICYCLE ADVISORY COMMITTEE

The Vancouver Bicycle Advisory Committee is appointed by Vancouver City Council under the auspices of a Council Resolution passed on July 30, 1985. A list of the current members is attached as Appendix 'B'.

The Committee's mandate is to provide input on Capital improvement projects, to promote bicycling as a viable form of urban transportation and recreation, and to evaluate bicycle facilities and promote motorist and cyclist awareness competence and safety.

This term report covers the period of March 1997 to November 1999.
Significant Topics and Activities

A list of activities and discussion items from the last three years is attached as Appendix 'A'.

Resolutions Forwarded to Council

Resolutions came forward to City Council from the Committee concerning the following topics:

· Painted Bicycle Lanes on Dunbar and Expo/Pacific Boulevard (approved)
· University Boulevard Bike Lanes (approved)
· Bicycle Advisory Committee Appointment Process (referred to new Council)
· Lions Gate Bridge Sidewalk Safety (recommendation changed)

As well, the Committee provided comments and resolutions for inclusion in staff reports to City Council on the following matters:

· Waterfront Pedestrian/Bicycle Route Design - Bayshore Development
· 37th Avenue Bike Route
· English Bay Bike Route
· Seaside Bicycle Route - Plaza of Nations
· 8th & Sasamat - “Sasamat Gardens”
· Vancouver Trade and Convention Centre - Portside (two separate reports)
· Pender Street Bicycle Lanes
· Pender Street Design - Hamilton to Carrall Streets

Future Direction for Next Bicycle Advisory Committee

The Committee recommends the next Bicycle Advisory Committee pursue the following issues during its term, subject to any direction which Council chooses to provide:

1. Downtown - The recently approved Pender Street bike lanes are a good start. More downtown bike lanes are needed, as well as more bicycle facilities (e.g. racks, lockers, showers) to encourage cyclists into the downtown peninsula.

2. Inter-municipal connections - As other cities develop their cycling infrastructure we need to work together to ensure smooth/fast connections.

3. Intermodal opportunities - encourage more bikes on buses / SeaBus / SkyTrain.

Conclusion

The Bicycle Advisory Committee would like to thank the members of City Council for their continued support during the past term and for the privilege of helping to make the city a better place to live. We also want to thank all the hardworking staff members with whom we have developed and improved our relationships. They are the reason for our success.

CITY MANAGER'S COMMENTS

The Bicycle Advisory Committee is to be congratulated for a very active year of advising Council on capital improvement projects and for the promotion of the safe use of the bicycle as a viable transportation option.

The City Manager submits this report for Council's consideration.

*The Bicycle Advisory Committee held 27 regular meetings. In addition, the Bicycle Network Subcommittee has met approximately 20 times. Individual members have attended approximately 80 directly related meetings, public meetings, information meetings/Council meetings/events and other subcommittee meetings, including group rides of bikeways, for a conservative estimated total of 144 eight-hour work days devoted to Committee activities.
