Staff: Mark HollandProposal: To develop the site, located between Columbia and Carrall on E. Hastings (next to the BC Collateral bldg), currently used as a parking lot, into a 9 storey, 98 unit SRO housing development, with 3 commercial store fronts at grade and one level of underground parking (19 spaces). This Project has a 1998 allocation from B.C. Housing of 100 units from the Low Income Urban Singles (LIUS) Program. The City is the landowner and the project will be managed by the City's Non-Market Housing Operations Division managed by Shirley Chan.
The proposed FSR is 4.41 (4.04 residential and 0.37 commercial), which exceeds the currently allowed 3.0 FSR residential, triggering a rezoning. However current massing FSR can be as high as 5.0. The height of the building will be 26.36 m with the elevator shaft extending up to 30.784 m, slightly exceeding the current maximum of 30m. The proposal fits within the currently proposed DTE Housing Strategy.

To date, there has been strong approval of the building design. The only concerns raised have been focused on the general DTE Low Income Singles Housing policy. The Housing Centre is responding with progressive building management measures to make the building a positive social presence in the neighbourhood.
