THAT this Council resolve itself into a Court of Revision for the purpose of hearing complaints against the proposed assessments or the accuracy of frontage measurements, or any other complaint which persons interested may desire to make and which is by law cognizable by the Court, Mayor Owen in the Chair.

Memorandum from the Director of City Plans
October 27, 1999
Before Council was a memorandum from the Director of City Plans, dated October 27, 1999 which reviewed the application from the Downtown Vancouver Business Improvement Association to re-establish (renew) the Downtown Vancouver BIA. The Director advised of the notification process, the response to the notifications, and Council guidelines regarding BIAs.
Also before Council was a memorandum, dated November 1, 1999, from the Director of City Plans which provided information on the objections received for the BIA applications, updated to 5:00 p.m., October 27.
Peter Vaisbord, BIA Coordinator, reviewed the objections received for the application. Prior to considering the application, the following speakers were heard:

· Brian Lees, Parking Corporation of Vancouver
· Bake Hudema, Downtown Vancouver Association
· Stuart Swain, General Manager, Pacific Centre
· John Parkes

The foregoing spoke in support of the proposed BIA renewal, noting the benefits to the area and the city which have resulted from the BIA.
Peter Baines, representing the Canadian Pacific Hotels, was supportive of the work of the Downtown Vancouver BIA. However, Mr. Baines questioned the way the funding allocations were determined. For the hotels he represented, the rate will go up 260%. Mr. Baines also requested consideration the funding increase be phased in over a number of years to ease the transition to a higher level of costs.

THAT the application of the Downtown Vancouver Business Improvement Association to re-establish the Downtown Vancouver BIA, as described in Appendix A of the Memorandum, dated October 27, 1999, be approved, and that the Director of Legal Services, in consultation with the Director of City Plans, prepare a by-law to re-establish the BIA boundaries and funding ceiling.
