A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, October 5, 1999, at approximately 10:15 a.m., in Committee Room No. 1, Third Floor, City Hall, following the Standing Committee on Transportation and Traffic meeting, to consider the recommendations of the Committee.

ENQUIRIES AND OTHER MATTERS
1. Panhandling Meters - Councillor Clarke File: 5654
Councillor Clarke referred to Burnaby Council's decision to install "panhandling meters" along a stretch of Hastings Street, and enquired when a similar report will be before Council.
The General Manager of Engineering Services advised such report will follow shortly.
2. Stanley Park Causeway - Councillor Clarke File: 5752-2
Councillor Clarke requested information on safety issues related to the width of the Stanley Park causeway lanes in relation to those of the refurbished Lions Gate Bridge. The General Manager of Engineering Services advised the plan retains the lanes at their current below-standard width, as the Park Board has advised the causeway will not be widened.
Discussion followed on the need to examine safety issues, and trade-offs involved, in consultation with the Park Board.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on Transportation and Traffic meetings of July 6 and 20, 1999, were adopted.
RECOMMENDATION
1. Grandview Highway North - Removal from Truck Routes File: 5559
The Committee had before it an Administrative Report dated September 21, 1999 (on file), in which the General Manager of Engineering Services, in consultation with the Manager, Rapid Transit Office, recommends that Grandview Highway North be removed from the Citys truck route network to accommodate the development of the new SkyTrain guideway, the new SkyTrain station at Commercial Drive, and the development of the Central Valley Greenway/Bikeway.
Lon LaClaire, Transportation Engineering, provided Council with an overview of the report and responded to Council's questions regarding plans for the Nanaimo Bridge, including public art opportunities, and the anticipated timing for removal of the trucks from the Grandview Highway. Jane Byrd, Rapid Transit Office, advised funding has been received from the Province for phase 1 of the rapid transit project, which includes reconstruction of the Nanaimo Bridge. Details of the TransLink process were also discussed.
Mike Walker spoke in favour of removal of truck routes from Grandview Highway North, and cited excess speeds and design of access as dangerous and inappropriate for the residential area adjacent the Grandview Cut. He further noted removal of trucks from the Highway was a first step toward development of the Central Valley Greenway/Bikeway.
Rod Russell, area resident, noted the current speed of heavy trucks and inherent danger to pedestrians on Grandview Highway North and offered support for the report's recommendations from both himself and neighbourhood residents.
The following motion by Bellamy was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT Council recommend to TransLink that Grandview Highway North from Grandview Highway to Clark Drive and Commercial Drive from Broadway to Grandview Highway North be removed from the City of Vancouver truck route network, as shown in Appendix A of the Administrative Report dated September 21, 1999.
B. THAT Council authorize the Director of Legal Services to amend the Street and Traffic Bylaw No. 2849 to reflect the changes in Recommendation A contained in the Administrative Report dated September 21, 1999, subsequent to approval by TransLink.
C. THAT staff, in consultation with area residents and other affected stakeholders, develop a traffic calming plan for Grandview Highway North that will accommodate the development of the Central Valley Greenway/Bikeway as part of the SkyTrain extension.
D. THAT staff report back on the design and cost implications of Recommendation C contained in the Administrative Report dated September 21, 1999.
