SPECIAL COUNCIL MEETING MINUTES
October 5, 1999
A Special Meeting of the Council of the City of Vancouver was held on Tuesday, October 5, 1999 at 2:10 p.m. in the Council Chamber, Third Floor, City Hall, for the purpose of holding a Public Hearing to consider proposed amendments to the Heritage By-law.

THAT this Council resolve itself into Committee of the Whole, Mayor Owen in the Chair, to consider proposed amendments to the Heritage By-law.

Gerry McGeough, Planner, explained that the four applications for Heritage Designation included on this Public Hearing agenda represented participation in theVancouver Heritage Foundations first grant and education program True Colours. With the assistance of Benjamin Moore Paints and Dunbar Lumber, the Foundation is providing owners funding and expertise to restore the authentic colour scheme of heritage homes true to the period. To receive the grant the Foundation requires the house be municipally designated. Mr. McGeough commended Council, the Heritage Foundation and the building owners for their contributions and participation.
Robert Lemon, Don Luxton, and Ana Feuermann, Heritage Foundation, also provided information on the True Colours program showing visual examples of the houses. It was announced that the First Annual Heritage Fair would be held in November.
Sussana Houwen, Heritage Commission, offered the Commissions support for the True Colours program and recommended that Council approve the four applications.
1. Heritage Designation: 2640 Oxford Street
An application by Stephanie Edwards and Darrin Morrison was considered as follows:
Summary: This report seeks Councils approval for the designation of 2640 Oxford Street, listed in the C category on the Heritage Register, as a protected heritage property under Schedule A of the Heritage By-law. The building owners are requesting the heritage designation of 2640 Oxford Street on a voluntary basis.
The General Manager of Community Services recommended approval.

The applicants did not have any comments to add.

An application by James Lyall and Justine Stewart was considered as follows:
Summary: This report seeks Councils approval for the designation of 42 West 10th Avenue, listed in the B category on the Heritage Register, as a protected heritage property under Schedule A of the Heritage By-law. The building owners are requesting the heritage designation of 42 West 10th Avenue on a voluntary basis.
The General Manager of Community Services recommended approval.

The building owner is requesting the heritage designation of 1641 Dunbar Street on a voluntary basis.

The applicant, Robert Haines, explained how pleased he was to have participated in the True Colours program and requested Councils support of his application.
