THAT in the event that commercial sponsorship is not secured, that Council approve funding for the installation and removal of Grey Cup banners, estimated at $5,000, the source of funds to be the Other Grant Budget.
COUNCIL POLICY
On June 1, 1999, Council approved a grant of $20,000 to the Grey Cup Committee to be applied to the cost of providing a free public event called Fan Day at BC Place Stadium. An additional grant, up to $10,000, was approved to host a reception for Grey Cup, CFL and City of Vancouver representatives. Council also approved the use of third party advertising on banners, subject to design approval by staff. The request to fund the installation and removal of banners, estimated to be approximately $5,000, was not approved. Council believed these costs should be passed back to the commercial sponsor of the banner.
PURPOSE
This report is before Council at the request of the Grey Cup Committee to ask that Council reconsider funding the installation and removal of approximately 210 Grey Cup banners.
DISCUSSION
At its meeting of June 1, 1999, Council approved the use of third party advertising on the Grey Cup 99 event banners. However, Council did not approve City funding for the installation and removal of the banners on the basis that this cost could be passed along to the proposed banner sponsors. Attached is a letter from Mr. Jack Farley, President of the Grey Cup Committee, indicating that they are still actively pursuing commercial sponsorship. However, in the event that they are unsuccessful, the Committee would still like to proceed with banners on an unsponsored basis without third party advertising. In this event they are requesting that Council reconsider its decision, and approve the funding request.
