SUBJECT: Administrative CD-1 Text Amendments
RECOMMENDATION
THAT the Director of Current Planning be instructed to make application to amend CD-1 By-laws No. 7158 for 951 Boundary Road (Taylor Manor) and No. 8044 for 6184 Ash Street (Peretz Institute) in accordance with Appendix A of this report, and that the application be referred to a Public Hearing;
FURTHER THAT the Director of Legal Services be instructed to prepare the necessary amending by-laws for consideration at Public Hearing.

The General Manager of Community Services RECOMMENDS approval of the foregoing.

Oakridge Langara Policy Statement approved by City Council on July 25, 1995 (for the Peretz Institute).
PURPOSE AND SUMMARY
This report proposes minor amendments to two existing CD-1 by-laws for Taylor Manor at 951 Boundary Road and the Peretz Institute at 6184 Ash Street.
DISCUSSION
Taylor Manor: Provisions in the existing CD-1 prevent covering of mechanical units recently constructed on the roof. The recommended change in Appendix A will allow for this construction to better protect the equipment that would otherwise be open to the weather. The actual amount of area is approximately 610.0 m² (6,567 sq. ft.) and according to the architect, not visible from the street.
Peretz Institute: The CD-1 stipulates that of the maximum permitted 50 dwelling units, "a minimum of 13 shall have direct exterior grade access". Development application plans show only nine units with direct exterior grade access, as the applicant believed the By-law would permit a relaxation which it does not.
Staff have reviewed the plans and note that the nine units are larger, and better suited to families than the 13 smaller units shown in the preliminary form of development plans at the Public Hearing. The provision of well designed ground-oriented units is a key component in Council's Oakridge Langara Policy Statement.
Staff therefore propose an amendment to the CD-1 By-law to permit the revised plans to be approved.
CONCLUSION
The Director of Current Planning recommends that these minor changes be referred to Public Hearing and be approved.

1. CD-1(300) By-law No. 7158 [Taylor Manor]
· Provide for roofing of the mechanical units on the roof of this development by adding mechanical floor area as an exclusion (amend Section 3.3 [exclusions from FSR]).
2. CD-1(391) By-law No. 8044 [Peretz Institute]
· Reduce the minimum number of units requiring direct exterior grade access from 13 to 9 (amend Section 2 [Uses] by replacing the number 13 with 9).
