Reallocation of Streets Basic Capital Infrastructure Funding
RECOMMENDATION
THAT funding of $720,000 for Streets Capital projects to rehabilitate the pavement on Georgia St. from Burrard St. to Howe St. and for Hot in Place Recycling be reallocated to three other projects as detailed in this report.
COUNCIL POLICY
Reallocation of Capital funding exceeding $50,000 requires Council approval.
PURPOSE
The purpose of this report is to reallocate funding from projects approved as part of the 1999 Streets Basic Capital Budget which will not proceed in 1999 due to holds on the work.
BACKGROUND
On May 20, 1999 Council approved the 1999 Streets Basic Capital Budget.
DISCUSSION
Two pavement reconstruction projects were approved as part of the 1999 Streets Capital Budget, but should now be deferred and funding reallocated for the following reasons:
The reconstruction of a section of Georgia St. from Burrard St. to Howe St. was approved as item 5 of the Streets Infrastructure program in the 1999 Capital Budget. Due to the impact on downtown traffic of the Pender Street DFPS installation it would be prudent to do the planned Georgia Street work next year and reallocate the $320,000 budget to other projects that can be completed this year.
Funding for a Hot in Place Recycling project was approved as item 13 of the Streets Infrastructure program in the 1999 Capital Budget. The location for the project has been selected however a significant watermain replacement should occur before the paving takes place which will defer the paving work to next year. The funding of $400,000 allocated to this project should be reallocated to work which can proceed in 1999.
The funding should be reallocated to the following projects for pavement rehabilitation in 1999:
Broadway from Burrard St. to Fir St. estimated to cost $145,000
Cambie Street from 45th to 46th Avenues estimated to cost $65,000.
Knight Street from King Edward to 33rd Avenue estimated to cost $510,000.FUNDING
