Manager - Development Applications Group
RECOMMENDATION
THAT Council create a new exempt position of "Manager - Development Applications Group" to be funded within the Community Services Group Operating Budget.

PURPOSE
To establish a new exempt position of Manager - Development Applications Group.
DISCUSSION
The recent interim appointment of a new General Manager of Community Services has necessitated a reorganization within the Planning Department to re-distribute the former responsibilities of the Director of Community Planning to the two Co-Directors of Planning -the Director of City Plans and the Director of Current Planning. The position will be filled, but at the Assistant Director level.
The reorganization within the Current Planning Division has created the Development Assessment Branch under the direction of an Assistant Director of Planning (also the Director of Planning Approval Authority) who reports to the Director of Current Planning. The proposed position, Manager - Development Applications Group, will report directly to the Assistant Director.
The Manager - Development Applications Group, will be responsible for the management and supervision of the plan checking function involving approximately fourteen staff. The position also involves representing the Director of Planning at the Board of Variance and at Council. This new position is consistent with former practice when the Development Applications Group was managed by an exempt manager.
The creation of this position is an initial step in the restructuring which will be necessary as a result of the DBR review.
This new position is subject to classification through Human Resources, in accordance with its level of authority and responsibility. Funding for the position changes will be provided within the Community Services Group budget.
CONCLUSION
The General Manager of Community Services recommends that the new exempt position of Manager - Development Applications Group, be approved by Council, and that the position be funded within the Community Services Group Operating Budget.
