Strata Title Conversion - 2920 and 2930 Pine Street
RECOMMENDATION
THAT the application to convert the building at 2920 and 2930 Pine Street (Lot B of 1, Block 429, D.L. 526, Plan 5291) to strata title ownership be approved in principle, but that pursuant to Section 9(1) of the Condominium Act, the Certificate of Approval (Form 10) shall not be issued unless the following condition has been met within one year of the date of this approval:
Completion of all work required by the City Building Inspector, (under the required permits), at no cost to the City, in order for this previously-occupied building to substantially comply with all relevant City by-laws.
GENERAL MANAGER'S COMMENTS
The General Manager of Community Services RECOMMENDS approval of the foregoing.
COUNCIL POLICY
Council policy is reflected in the City's Strata Title and Cooperative Conversion Guidelines, which outline factors which Council will consider in reviewing applications for converting previously-occupied buildings to strata title or cooperative ownership.
PURPOSE
Council approval is required for an application to convert the previously-occupied building at 2920 and 2930 Pine Street (Lot B of 1, Block 429, D.L. 526, Plan 5291) to strata title ownership.
BACKGROUND
The site is zoned RM-3 and is developed with a 2-storey plus basement two-family dwelling, constructed in 1924. The site location is shown below:
Pursuant to Building Permit No. BU404683, extensive interior alterations to the building have recently been completed. The owners propose to create two strata lots.
Two families purchased and took vacant possession of the building in November, 1996. They have resided there since that time, even through the renovation process, and intend to continue to do so if the building is converted to strata title ownership.
STAFF ANALYSIS
In addition to Planning Department staff, the City Engineer and the City Building Inspector have reviewed this application. As this conversion involves an owner-occupied building containing only two units, the Manager of the Housing Centre has not been asked to comment.
The City Engineer has no servicing or dedication requirements.
The City Building Inspector reports that only two items of minor upgrading are required to ensure that the building substantially complies with all relevant City by-laws.
CONCLUSION
On the basis of the foregoing, and as the applicant has complied with the provisions of the Strata Title and Cooperative Conversion Guidelines, the Subdivision and Strata Title Coordinator recommends approval of this application.
