Strata Title Conversion - 2636 & 2638 St. Catherines Street
RECOMMENDATION
THAT the application to convert the previously-occupied building at 2636 & 2638 St. Catherines Street (Lot A of Lot C, Block 158, D.L. 264A, Plan 5603) to strata title ownership be approved.

The General Manager of Community Services RECOMMENDS approval of the foregoing.
COUNCIL POLICY
Council policy is reflected in the City's Strata Title and Cooperative Conversion Guidelines, which outline factors which Council will consider in reviewing applications for converting previously-occupied buildings to strata title or cooperative ownership.
PURPOSE
Council approval is required for an application to convert the previously-occupied building at 2363 & 2638 St. Catherines Street (Lot A of Lot C, Block 158, D.L. 264A, Plan 5603) to strata title ownership.
BACKGROUND
The site is zoned RT-5 and is developed with a one-storey-plus-basement two-family dwelling, constructed in 1927. The building is not listed on the Vancouver Heritage Register. The site location is shown below in Figure No. 1.

Exterior and interior alternations to the building have recently been completed, pursuant to Building Permit No. BU411948 and related trades permits. The owner proposes to create two strata lots.
The current owner took "vacant possession" of the property at the time of purchase in February of this year. The building has remained vacant since that time, during the course of the renovations.
STAFF ANALYSIS
In addition to Planning Department staff, the City Engineer and the City Building Inspector have reviewed this application. As this conversion involves a vacant building containing only two units, the Manager of the Housing Centre has not been asked to comment.
The City Engineer has no servicing or dedication requirements.
The City Building Inspector reports that the building substantially complies with all relevant City By-laws, as a result of the upgrading work that has been recently completed.
CONCLUSION
On the basis of the foregoing, and as the applicant has complied with the provisions of the Strata Title and Cooperative Conversion Guidelines, the Subdivision and Strata Title Coordinator recommends approval of this application.
