Replacement of Firehall No. 18 - 1375 West 38th Avenue, Award of Construction Contract
RECOMMENDATION
THAT the contract for replacement Firehall No. 18 be awarded to Palcor Construction Ltd. up to a maximum amount of $2,080,545 plus GST; source of funding to be the Fire Protection funding available from the 1997-1999 Capital Plan.
GENERAL MANAGERS' COMMENTS
The General Managers of Corporate Services and Vancouver Fire and Rescue Services RECOMMEND approval of the foregoing.
POLICY
· Council approval is required for contracts over $300,000.
· Contracts are to be awarded on the basis of best value for the City.
PURPOSE
The purpose of this report is to request Council's approval to award a contract for the reconstruction of the existing Firehall No. 18 located at 1375 West 38th Avenue to the low bidder Palcor Construction Ltd.
BACKGROUND
The 1997-1999 Capital Plan for Fire Protection included a total of $3.2 million for the reconstruction of Firehall No. 18. In December 1997 Council approved the appointment of Ib G. Hansen Architect Ltd. as the architects for the design and the replacement of Firehall No. 18.
DISCUSSION
From an open request of expressions of interest for prequalification of general contractors, eight contractors were prequalified to submit tenders for the project. Complete tenders were received as follows:

Guavin Construction Ltd.

Palcor Construction Ltd.
$ 2,080,545
On the basis of best value it is recommended the contract be awarded to Palcor Construction Ltd., the low bidder, up to a maximum amount of $2,080,545 plus GST. Potential options for reducing the price will be considered prior to finalizing the contract price. Palcor Construction Ltd. met all the requirements of the tender documents.
The contract value is within the amount budgeted for this portion of the project.
All tenderers have been advised of this recommendation.
