A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, May 18, 1999, at approximately 11:35 p.m. in Committee Room No. 1, Third Floor, City Hall, following the Standing Committee on Transportation and Traffic meeting, to consider the recommendations of the Committee.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on Transportation and Traffic meeting of April 27, 1999, were adopted.
RECOMMENDATION
1. 1999 Traffic Signal Program File: 5761
The Committee had before it an Administrative Report dated April 27, 1999 (on file), in which the General Manager of Engineering Services lists the locations recommended for signal installations or modifications and the reasons for these recommendations.

Scott Edwards, Traffic Management, with the aid of overheads, provided Council with an overview of the report, and in response to questions from Council explained the two methods used by the City (TAC Transportation Association of Canada Standard and City Standard) to determine an intersection's priority rating.
A member of Council raised concerns related to the 41st and Alberta intersection, which serves two churches and a pre-school, all of which are use their facilities throughout the week and in the evenings. Staff advised this intersection had been monitored on Easter Sunday, and was not highly rated on the priority list at that time; however this intersection can again be monitored at a time agreeable to the adjacent pre-school and churches. Staff further advised the intersection of Water/Carrall/Pender (Maple Tree Square) would also be monitored for speed once the weather improves.
The following speakers expressed concerns with intersections not recommended in this year's traffic signal program:

The following were some of the points raised:· there is no safe signalized or marked intersection for pedestrians to cross 12th Avenue between Oak and Hemlock Streets
· a signal at 12th and Alder would work as part of a pedestrian system, providing a link as far north as False Creek via Broadway and Alder and 6th and Alder
· more funding is needed for pedestrian facilities
· stencilling has yet to be done on the S.W. Marine Drive Bikeway
· S.W. Marine Drive residents are now advised the building line report must be dealt with prior to review of Angus, Arbutus, Yew and Balsam before pedestrian crossings are examinedClause 1 Cont'd
· a pedestrian controlled light for crossing to Columbia Park from St. Giles Pre-School is required; drivers do not stop even for parent patrols, one of whom was hit by a car
· the need for the City to define rush hour, and reexamine peak periods of use for both the pre-school and adjacent churches by pedestrians -- with note all facilities are used throughout the week and in the evenings
· traffic speeds between Main and Cambie Streets; the long light at Cambie causes further driver frustration and increased speed to avoid the wait
· a comparison was drawn between the recommended pedestrian-actuated signal at King Edward and St. George, with a similar situation to St. Giles, but with only four rather than six lanes of traffic to cross
· concern for senior church members who must cross from north to south to attend the Church of Jesus Christ of Latter-day Saints, in addition to the youth activities at the church which include trips to the adjacent 7-Eleven
· the need for driver education/public relations campaign advising of pedestrian rights
A Council member noted various sections along S.W. Marine Drive do not at present have sidewalks, and this raises safety issues related to the installation of pedestrian crossings. It was also noted that while a light on S.W. Marine would assist residents leaving their driveway, it would also slow down and back up traffic already on S.W. Marine and further increase congestion. Staff was requested to examine installation of a crosswalk at the intersection of 12th Avenue and Alder as an interim measure.
The following motion by Councillor Bellamy was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT Council approve the 1999 Traffic Signal Program, and that the General Manager of Engineering Services be authorized to install and modify pedestrian and traffic signals, as described in this report, and set out below:

FURTHER THAT additional annual costs of $20,000 related to ongoing maintenance be reflected in future Operating Budgets, without offset.
B. THAT staff be instructed to meet with the neighbourhood adjacent Alberta and 41st Avenue to examine the installation of a crosswalk at either Alberta or Elizabeth at 41st Avenue in conjunction with raising the priority of that intersection;
FURTHER THAT staff report back, at the appropriate time, on additional funding required to install a pedestrian-actuated signal at the chosen intersection.

2. TransLink: Regional Strategic Transportation Plan File: 5562
The Committee had before it an Administrative Report dated April 30, 1999 (on file), in which the General Manager of Engineering Services discusses TransLink's process for developing a Regional Strategic Transportation Plan (STP).
Wayne Pledger, Strategic Transportation Planning Engineer, provided Council with an overview of the report, and advised TransLink is required, by statute, to prepare an STP by September 2000. Bill Lambert from TransLink was present to answer questions. Staff advised the City will have limited direct involvement in a number of areas, with only the opportunity to comment on draft reports issued by TransLink. It was suggested additional funding needs to be examined to address various costs and priorities. Discussion followed on rail and truck movement issues.
In response to a question from Council regarding the future of the City's trolley fleet, Mr. Lambert advised a paper addressing this matter will be released in the near future.

3. TransLink: Vancouver Area Transit Plan File: 5562
The Committee had before it an Administrative Report dated April 30, 1999 (on file), in which the General Manager of Engineering Services discusses the TransLink (formerly Greater Vancouver Transportation Authority) program to develop Area Transit Plans for all communities in the Region.
Wayne Pledger, Strategic Transportation Planning Engineer, provided Council with an overview of the report, and advised Bill Lambert from TransLink was present to answer questions. Mr. Pledger noted work on the area transit plan will commence next year, and staff will report back in more detail on expectations of that plan. In response to a question from Council Mr. Lambert advised TransLink has been working with UBC on this matter.
The following motion by Councillor Puil was put and carried. The Committee, therefore,
