Re: PROPOSED PROVINCIAL UQUOR LICENSE REGULATIONS - CITY RESPONSEPlease accept the following Comments for distribution. I have been advised by Mr. P. Teichroeb, Chief License Officer, that these comments were not included in the report forwarded from him.
1. Comments from Dr. F. 3. Blatherwick, # "Expanding liquor seats cannot be done until this province puts some money into treatment resources. We already have major problems with alcohol and adding further drinking places will only make things worse. It is unacceptable to expand a problem in one area without thinking about the necessary balances in other areas. Our addiction knowledoe tells us that the more available one makes a product, the more problem people one has to deal with. The plan seems to have a lot of ways to expand the availability while completely ignoring the harm and the need to provide treatment for those harmed by the expansion." I2. "Council should be aware that the proposed changes to liquor license classification will necessitate changes to the Smoking By-law which distinguishes between adult and minor establishments on the basis of old liquor classifications. Council should also consider that the provisions that deal with patio usage may have an impact on the ability of liquor establishments to utillze the patios as areas where smokers can be directed to smoke (in compliance with WCB and local by-laws). Finally, it should be made clear that one of the conditions for liquor license review (revocation) and for consideration when a new application is received, is the noise impact on the community and the efforts made by the operator to address those impacts."
