The minutes of the meeting of February 25, 1999, were adopted.
1. Sale of Meat and Dairy Products at East Vancouver
Farmers' Market File: 3501
THAT the East Vancouver Farmers' Market be permitted to include the sale of pre-packaged fresh meats and cheese products, from approved, government-inspected sources and that the Director of Environmental Health be requested to amend the Health Board's Farmers' Market Guidelines accordingly.

2. Proposed Greater Vancouver Regional Greenway Vision File: 5767
A. THAT the Draft Greater Vancouver Regional Greenway Vision be adopted in principle, except for the designation of Environmental Corridors in Vancouver, to guide sub-regional greenway sector planning.
B. THAT Vancouver greenway routes identified as Environmental Corridors in the Draft Greater Vancouver Regional Greenway Vision be included as components of the Recreational Network.
C. THAT staff be directed to consult with the GVRD, neighbouring municipalities and other organizations, as resources and civic priorities allow, to refine the Draft Greater Vancouver Regional Greenway Vision.

3. Nuisance Properties - 2410 and 2418 East 19th Avenue File: 2701-1
A. THAT Council declare that the condition of the properties at 2410 East 19th Avenue and 2418 East 19th Avenue (Lots 44 and 45, Block N, Sec 45, THSL Plan 11660) are a nuisance pursuant to Section 324A of the Vancouver Charter.
B. THAT Council approve the attached Resolution and order the Registered owners of the properties to cut the overgrowth and remove the dismantled vehicles, miscellaneous items and discarded materials from the sites within 14 days of a copy of the Resolution being served pursuant to Section 324A of the Vancouver Charter.
C. THAT in the event of the failure of the owners to comply with the order of Council, Council further orders and hereby authorizes the City Building Inspector to cut the overgrowth and have the dismantled vehicles, miscellaneous items and discarded materials removed from the sites at the expense of the owners.

4. Nuisance Building - 1977 Harrison Drive File: 2701-1
A. THAT Council declare that the building and accessory buildng at 1977 Harrison Drive (Lot 18, Block 21, District Lot Fraserview) are a nuisance pursuant to Section 324A of the Vancouver Charter.
B. THAT Council approve the attached Resolution and order the Registered Owner of the property to remove the building and accessory building and all demolition debris from the site within 14 days of a copy of the Resolution being served pursuant to Section 324A of the Vancouver Charter.
C. THAT in the event of the failure of the owner to comply with the order of Council, Council further orders and hereby authorizes the City Building Inspector to have the building and accessory building and all demolition debris removed at the expense of the owner.
D. THAT the City Clerk be directed to file a 336D Notice against the Certificate of Title to the property at 1977 Harrison Drive, in order to warn prospective purchasers that as a result of the condition of the buildings and Council's Resolution, the purchaser could suffer significant expense if the order of Council were enforced against him.

as set out in its report dated March 25, 1999.
At the Standing Committee on City Services and Budgets
meeting earlier this day, due to lack of a quorum for the By-laws,
Council referred the following By-laws and Motions
to the Council portion of the Standing Committee on
Planning and Environment meeting of March 25, 1999

Ecker, and stamped "Received, City of Vancouver Planning Department, November 12, 1998", provided that the Director of Planning may approve design changes which would not adversely affect either the development character and livability of this site or adjacent properties.

All that portion of Lot K, Block 1, District Lot 715, Plan 8370, Group 1, New Westminster District, the same as shown heavy outlined on plan of survey completed on the 19th day of February, 1999, attested to by A. DiNozzi, B.C.L.S., and marginally numbered LD3588, a print of which is attached hereto;
AND WHEREAS it is deemed expedient and in the public interest to accept and allocate the said lands for lane purposes;
BE IT RESOLVED that the above described lands, upon conveyance, are hereby accepted and allocated for lane purposes and declared to form and to constitute a portion of a lane.

1. Change of Meeting Time File # 1253
The Mayor advised that the City Services and Budgets meeting on Thursday, April 1, 1999, scheduled for 9:30 a.m., would conflict with a function of the Greater Vancouver Transportation Authority.
Council agreed to reschedule the meeting for 2:00 p.m. on April 1, 1999.
