A Special Meeting of the Council of the City of Vancouver was held on Tuesday, February 16, 1999, at 7:55 p.m., in the Council Chamber, Third Floor, City Hall.

Memorandum from the Director of City Plans
February 10, 1999
Before Council was a memorandum from the Director of City Plans, dated February10, 1999 which recalled that on January 7 and 14, 1999, Council considered the following BIA applications:
· Gastown BIA - Renewal
· Mt. Pleasant BIA - Renewal (10 years) and Expansion
· Kerrisdale - Increased Funding Ceiling and Expansion (Mid-term)
· Davie Village BIA - Establish New
· South Granville BIA - Establish New
· Yaletown BIA - Establish New
The applications were described in Appendix A to the memorandum. Council referred all six applications to the Court of Revision for consideration as Council Initiatives. Property owners in the BIA areas were given appropriate notification as required by the Vancouver Charter, and business tenants also received notification according to City policy.
Also before Council was a memorandum, dated February 16, 1999, from the Director of City Plans which provided information on the objections received for the BIA applications, updated to 12 noon, February 16. Peter Vaisbord, BIA Coordinator, reviewed the objections received for each application. Prior to considering the applications, the following speakers were heard:
Gastown BIA
The following spoke in support of the proposed BIA renewal, noting the benefits to the area and the city which have resulted from the BIA:

THAT the application of the Gastown Business Improvement Society, as described in Appendix A of the Memorandum dated February 10, 1999, be approved and that the Director of Legal Services, in consultation with the Director of City Plans, prepare a by-law to re-establish the BIA and establish a new funding ceiling.

Mt. Pleasant BIA
The following spoke in support of the proposed BIA renewal and expansion of the BIA boundaries, noting the benefits to the area and individual business owners and tenantsdue to the BIA:

The following spoke in opposition to the BIA renewal, noting the proposed addition of the BIA levy to already high property taxes and operating costs:

Pleasant Business Improvement Society, as described in Appendix A of the Memorandum, dated February 10, 1999, be approved and that the Director of Legal Services, in consultation with the Director of City Plans, prepare a by-law to re-establish the BIA, and establish the new BIA boundaries and funding ceiling.

The following spoke in support of application by the Kerrisdale Business Association, noting the BIA has been very successful for all businesses involved:
