A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, February 2, 1999, at approximately 10:25 a.m., in Committee Room No. 1, Third Floor, City Hall, following the Standing Committee on Transportation and Traffic meeting, to consider the recommendations of the Committee.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on Transportation and Traffic meetings of January 5 and January 12, 1999, were adopted.
RECOMMENDATION
1. Declaration of the Trans Canada Trail Route in Vancouver File: 5553
The Committee had before it an Administrative Report dated January 4, 1999 (on file), in which the General Manager of Engineering Services recommends approval of the alignment of the Trans Canada Trail in the City of Vancouver as shown in Appendix A of the Administrative Report.
With the aid of maps, Lon LaClaire, Strategic Transportation Planning, provided Council with an overview of the proposed trail alignment, and noted the Park Board have now approved portions of the route which travel through City parks. In Vancouver the trail would primarily accommodate pedestrians and cyclists, using existing and planned greenways and bikeways.
Leon Lebrun, Southwest Regional Director, Trails BC, distributed the BC Government's Fall '98 'Traveller' brochure, which provides details of the Trans Canada Trail, the government's first project to mark the Millennium. Mr. Lebrun then provided an overview of the celebrations envisaged by communities located along the trail's route and highlighted the need for community based participation in the project.
Ted Buehler, Railroad Park Working Group, representing twelve train watchers, urged Council consider expanding the open access area currently in use at the base of the Second Narrows Bridge for viewing trains. Sketches circulated for Council's information included a viewing platform over the current train tunnel, and a pavilion on the hillside with a view down onto Burrard Inlet and the Port of Vancouver. He offered his support, in principle, for the Trans Canada Trail.
The following motion by Councillor Kennedy was put and carried. The Committee, therefore,
RECOMMENDED
THAT Council approve the alignment of the Trans Canada Trail as outlined in the Administrative Report dated January 4, 1999.

2. Wall Street Area Traffic Plan, Burrardview Bikeway, and Lakewood Bikeway Extension File: 5553
The Committee had before it an Administrative Report dated January 18, 1999 (on file), in which the General Manager of Engineering Services seeks Council approval for the permanent implementation of traffic calming measures for the Wall Street Area. This report also seeks Council approval for a northern extension of the existing Lakewood Bikeway to Wall Street and the designation of the Burrardview Bikeway, including construction of the portion of this new bikeway along Wall Street from Oxford Park to Kaslo Street in spring 1999.

Jim Hall, Neighbourhood Transportation Engineer, provided the Committee with an overview of the report, and referred Council to a letter (circulated and on file) from Barbara Fousek, Wall Street Traffic Committee Working Group, in support of the revised Wall Street Area Traffic Plan, Burrardview Bikeway, Lakewood Bikeway Extension and The Trans Canada Trial.
The following motion by Councillor Herbert was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT the Wall Street Area Traffic Plan be finalized as detailed in the Administrative Report dated January 18, 1999, at a capital cost of $121,000 to be allocated from the Streets Basic Capital Unappropriated Account 13/32/9810/999 (Traffic Calming), subject to Council approval of the 1999 Streets Capital Budget.
B. THAT the northern extension of the Lakewood Bikeway and the Burrardview Bikeway be designated and constructed as detailed in the Administrative Report dated January 18, 1999, with funding allocations as detailed below, subject to Council approval of the 1999 Streets Capital Budget:
· $16,500 from the Streets Basic Capital Unappropriated Account 13/32/9801/999 (Traffic Calming).
· $133,600 from the Streets Basic Capital Unappropriated Account 12/31/6903/999 (Bicycle Network).
· $82,000 from the 1999 Traffic Signal Program for the cyclist/pedestrian signal at the intersection of Lakewood Drive and Hastings Street.
C. THAT, commencing in 2000, the following budgets be increased, without offset, as listed:
· $1000 - Streets Operating Budget for Horticultural Maintenance
· $3600 - Traffic Operating Budget for Sign Maintenance
· $4800 - Traffic Signal Maintenance Budget
