A Special Meeting of the Council of the City of Vancouver was held on Thursday, January 14, 1999, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

1. Policies for Changes to the Provincial
Liquor Licensing Regulations
January 12, 1999 File: 2610/RTS 468
Council had before it a Policy Report, dated January 12, 1999, entitled Policies forChanges to the Provincial Liquor Licensing Regulations, in which the Chief Licensing Officer advises the provincial government has undertaken a fast-tracked liquor licensing policy review. The Chief Licensing Officer identifies and explains liquor licensing issues of significant concern to the City and suggests changes to regulations. In the report , the Chief Licensing Officer recommends policies as the Citys position on changes to the Provincial Liquor Licensing Regulations.
The Special Council meeting was held to allow delegations to be heard on this matter.
The following delegations appeared to offer their comments on the proposed policies:
· Richard Floody, Restaurant & Foodservices Association of BC and Yukon
· Brian Lees, Downtown Vancouver BIA
· Vance Campbell, BC Cabaret Owners Association
· Steven Bauer
· John Teti
· Luke McKeehan
· Dave Crown, Neighbourhood Pub Owners Association of BC
· Richard Gibbons, BC & Yukon Hotels Association
· Bill Ballant
· Vince Marino.
The Mayor advised Council will discuss the proposed policies at the January 26, 1999 Council meeting.
ENQUIRIES AND OTHER MATTERS

Councillor Clarke advised the B.C. Court of Appeal, this morning, upheld the Citys right to ban slot machines in casinos.
